Presentation of ETNIC
ETNIC (Entreprise pour les Technologies de l’Information et de la Communication) is the IT operator of the Fédération Wallonie-Bruxelles. As a public interest organization, ETNIC's mission is to design, develop, maintain, and evolve information systems and technological infrastructures serving the administrations and institutions of the FWB.
A central player in the digital transformation of the Belgian French-speaking public sector, ETNIC operates in various areas such as:
- IT infrastructure management (networks, security, data centers, cloud),
- Development of custom business applications,
- Support for digital projects (functional analysis, UX/UI, project management),
- Cybersecurity and data protection,
- User support and training.
With a constant concern for innovation, performance, and public service, ETNIC regularly collaborates with external partners to strengthen its teams through IT consultancy missions. These collaborations take place within an ethical, professional framework and are oriented towards the quality and concrete impact of the delivered solutions.
1. Context
Within the CEPAGE program, the government has initiated the implementation of a new platform to modernize the management of career and payroll for teaching staff. An external expert firm will carry out the detailed analysis of needs and processes.
2. Mission
The missions of the expert consultant will include supervising and assisting the Expert Firm in carrying out the following activities:
Architectural analysis: An analysis of the current architecture, in light of current best practices, will be conducted to prepare the design of a new robust and integrated architecture, capable of managing load peaks without degradation, especially during periods preceding settlements. This analysis will consider all opportunities offered by the state of the art. This architectural analysis must highlight the information flows between the stakeholders of the FWB Information System.
Functional analysis: A high-level analysis of the current functionalities will be conducted to determine if the functionalities are still in line with current realities on the ground. This analysis will also take into account the data lifecycle managed by the business. The goal is to highlight current and future operational constraints.
Legislative analysis: An analysis of business rules derived from regulations to understand the overall complexity of the system, identify the proportion of rules subject to interpretation, and outline possible simplification avenues.
Identification of technical constraints based on the preliminary “Solution Intentions” analysis carried out in 2023.
Establishment of a multi-year roadmap for the development (and/or acquisition) of the platform, including a comprehensive view of all necessary elements.
The HRM expert is also expected to verify and control the quality and completeness of the deliverables provided by the Expert Firm on the aforementioned topics and to take action to remedy any shortcomings found.
This mission is part-time and you will report directly to the CEPAGE program manager.
3. Main Responsibilities
- Expert supervision: you supervise the architectural, functional, and legislative analyses conducted by the firm to ensure their relevance and accuracy.
- Quality control: you check the quality and completeness of the firm’s deliverables and take the necessary actions to correct deficiencies.
- Regulatory input: you provide your in-depth knowledge of regulations (decrees, vademecum) to guide the analysis of business rules and identify avenues for simplification.
- Strategic advice: you contribute to the development of a multi-year roadmap for the deployment of the new platform and ensure that technical constraints are properly identified.
4. Roles
- Reports directly to the CEPAGE program manager
- Interacts with the Business Project Manager and the IT Project Manager on topics related to either business or IT
- Acts as a point of contact to identify and seek information wherever it exists, both on the business side (AGE) and the IT side (ETNIC)
- Within AGE: various business experts have been identified and already participate in business analysis activities within CEPAGE
- Within ETNIC: experts who can provide relevant information about currently used systems, interfaces between them, overall architecture, ongoing projects, etc.
- As part of the Expert Firm’s mission: collaboration with the designated Expert Firm and specifically with the business analysts of the firm
- Is proactive in documentation and collaborates with the designated documentation monitoring manager within CEPAGE.
5. Skills and Qualities Required for the BA Role
- Good knowledge of applications related to teacher payroll management (IBM EGL, Cobol, Java)
- Good knowledge of regulations (decrees, vademecum, etc.)
- In HR processes: broad knowledge of the HRM solutions market, affinity with legislative aspects related to payroll and career management, in-depth knowledge of how a payroll administration works, field experience in HR processes and specifically payroll
- In project management: proven experience in supervising deployment/development of software solutions focused on HRM, in-depth knowledge of risk management, proven experience in project planning, proven experience in budget estimation
- Knowledge of the education sector in Fédération Wallonie-Bruxelles
- Experience in the Belgian public sector
- Mandatory proficiency in professional French
- Mandatory proficiency with Microsoft Office suite tools.
