The candidate will be engaged as a medior ICT architect in the context of projects and applications for the manure bank department. General knowledge of or experience with legislation and procedures regarding agriculture and manure policy are an asset. More specifically, the candidate will be deployed as a medior ICT architect on (various) projects that involve additional changes to applications, including in the context of changing legislation.

• The medior ICT architect will be part of a development team under the direction of and in cooperation with the technical project leader appointed by VLM, with whom there will be ongoing consultation and to whom constant reporting will be made.
• Under the supervision of this project leader, the tasks will be divided among the team, the team members will make mutual arrangements and draw up a schedule (which modules are developed when and whether further analysis is needed), all according to the progress of the project. The medior ICT architect must work according to the Agile Scrum method.
• The team and the project leader may change during the execution period of the assignment depending on the assigned operational planning tasks. The execution of the various project activities falls within the agreed frameworks of the VLM’s system and business architecture. It is expected that the developments meet the quality requirements and that a proper transfer to management and maintenance is ensured.
• Finally, the medior ICT architect may be asked to share knowledge about technical specializations in which he or she has extensive expertise through feedback sessions.

Context/Requirements

An important objective of the VLM is to accelerate the adaptation and development of applications to support new processes and changing legislation. For years, the VLM has supported the sector in implementing the manure action plans by always delivering customized solutions per company/plot.
Farmers, manure transporters, and all related companies can handle their declarations/applications fully digitally and immediately check if they are compliant and/or if adjustments are necessary. This will also have a positive impact on the environment.
To be in line with new regulations and processes, existing applications need to be adjusted. These include applications for measures and sanctions, the spreading regulations, transport applications, AGR-GPS and the applications for soil and manure sampling.
Efforts are also being made to digitize objections so that registered mail is no longer necessary.
These applications are made accessible via services and through the Mestbankloket, where the user (farmer, manure transporter, etc.) can log in with eID and manage all interactions with the Manure Bank.

Specifically, you will be involved in the development of a renewed AGR-GPS implementation, support of the Ident process (farmer identification), the daily maintenance of transport applications, various security-related projects, and the future overhaul of the internal transport portal and the declaration portal.
