ICT-Trainer/Change Manager

For the Intelligence & Innovation department of the Antwerp Police Zone, we are looking for an experienced consultant with a strong focus on change management and user adoption.

The consultant, supported by the Senior Change Manager, will take on a key role in the further rollout and adoption of the innovative FOCUS platform within the organization. This platform comprises more than 30 modules and is used by a broad target group of more than 2,500 employees – from operational forces in the field to administrative staff, spread across the central Master building and various regional offices.

You act as an essential link between technology and end users and actively contribute to a successful implementation and adoption.

The consultant:

  • Fulfills a bridging function in both directions:
    you proactively familiarize yourself with the FOCUS platform and translate new functionalities and updates into clear communication for the appropriate target audiences.
  • Increases user adoption and monitors it in a data-driven manner via relevant key user metrics.
  • Works closely with various departments, detects needs and resistance, and knows how to constructively convert these into engagement.
  • Develops and implements scalable training initiatives, including e-learning, digital learning paths, and targeted sessions, tailored to a large and diverse organization.
  • Ensures a structured feedback loop from the workplace to the Product Owners.
  • Applies a planned and results-oriented approach, pragmatically applying change principles.
  • Analyzes thoroughly before taking action and is able to quickly process and translate complex information to the business.

We are looking for a consultant who stands firm, exudes confidence, and easily builds professional relationships within a complex and dynamic environment.

You have a higher degree (Bachelor/Master) or equivalent through experience.

You have demonstrable experience with change management and/or user adoption trajectories within large organizations.

  • Demonstrable experience in creating lesson and course materials and teaching for various target audiences
  • Demonstrable experience with the applications/systems for which training is provided
  • Demonstrable communication and didactic skills
  • Demonstrable experience with Stakeholder Management
  • Language requirement: Dutch at European CEFR – level C2

Context/Requirements:

  • Have you taken note of the maximum rate set for these profiles (see tab Price Arrangements)?
  • The duration of the assignment can be extended by mutual agreement in periods of 12 months, within the limits of the framework agreement of the Facilitair Bedrijf.
  • Price adjustments are not allowed, except for indexation during the assignment, which is permitted after each period of 12 consecutive months.
  • Termination by the service provider: the contractor may terminate the agreement at any time by registered letter and with one (1) month’s notice.
  • Termination by AG Digipolis Antwerpen: AG Digipolis Antwerpen may terminate the agreement at any time by registered letter and with one (1) month’s notice.
