Infrastructure and Security Project Manager

Context

Digit’Eaux is the preferred partner for stakeholders in the water sector in Wallonia for the implementation of digital transformation projects.

The organization supports several major players in the sector, including SWDE, SPGE, as well as various Approved Sanitation Organizations (OAA).

Digit’Eaux is involved in the design, coordination, and implementation of structuring IT projects for the entire sector.

Within this scope, the project management department of Digit’Eaux wishes to enlist the services of an experienced IT Project Manager to lead several projects mainly related to IT infrastructure, information systems security, and management.

The consultant will operate in a multi-project environment and collaborate with internal technical teams as well as external service providers.

Mission

The Project Manager will be responsible for the complete management of IT projects, from the framing phase to production rollout.

He/she will be in charge of the project portfolio related to security, including in particular:

  • NIS2 compliance projects for various cooperators (SWDE, SPGE, Digit’Eaux, ...)

  • Projects related to strengthening cybersecurity

  • The establishment of a SOC (Security Operations Center)

The Project Manager is accountable for all project deliverables and their compliance with quality, scheduling, and governance requirements.

To this end, he/she relies on internal teams and business stakeholders from the relevant organizations, who contribute to the production of these deliverables.

The Project Manager remains responsible for the overall coherence, quality, and validation of the deliverables produced, as well as their presentation in the project governance bodies.

In this context, the Project Manager will work closely with information security experts and infrastructure experts, who will provide the necessary technical expertise.

The Project Manager will need to ensure the coordination of these expertises, structure the projects, and guarantee the achievement of objectives regarding deadlines, budget, and quality.

He/she will notably:

  • manage dependencies and synergies between the projects in the assigned portfolio

  • structure the projects and formalize their scope

  • identify and coordinate technical teams and stakeholders

  • monitor schedule, budget, and risks

  • prepare governance and steering committee materials

  • ensure project communication and reporting

  • formalize deliverables within the Project Manager's scope

Skills

Experience:

Minimum 10 years of experience in IT project management

Competencies

  • Excellent command of project management methodologies (PMI or equivalent)

  • Ability to engage stakeholders and drive project progress

  • Excellent writing and presentation skills

  • Ability to quickly work independently in managing the assigned portfolio

  • Ability to operate in a complex, multi-stakeholder organization

  • Proven experience in drafting structuring project deliverables (project charter, detailed planning, steering committee reporting, budget monitoring)

Technical knowledge

The Project Manager must have a good understanding of IT infrastructure and cybersecurity environments in order to comprehend technical challenges and effectively coordinate teams.
