1. Presentation of ETNIC

ETNIC (Entreprise pour les Technologies de l’Information et de la Communication) is the IT operator of the Fédération Wallonie-Bruxelles. As a public interest organization, ETNIC's mission is to design, develop, maintain, and enhance information systems and technological infrastructures serving the administrations and institutions of the FWB.

A central player in the digital transformation of the French-speaking Belgian public sector, ETNIC operates in various fields such as:

• Management of IT infrastructures (networks, security, data centers, cloud)
• Development of custom business applications
• Support for digital projects (functional analysis, UX/UI, project management)
• Cybersecurity and data protection
• User support and training

With a constant focus on innovation, performance, and public service, ETNIC regularly collaborates with external partners to strengthen its teams through IT consultancy assignments. These collaborations are conducted in an ethical, professional framework, oriented towards quality and the concrete impact of the delivered solutions.

2. Mission

Within the Innovation Competence Center, you manage a portfolio of strategic projects with high citizen impact and the agents of the various administrations. Your major challenges will be:

• Leading innovative programs/projects in agile mode (holding Scrum and SAFe V5 certification)
• Mastering the innovation/digital transformation process (PhD in innovation/digital transformation)
• Mobilizing multidisciplinary teams and ensuring cross-functional coordination within ETNIC
• Managing Full Stack/AI/Low Code/AI Agent projects, from requirements identification to delivery (risks, budgets, planning)
• Leading program committees, project committees, agile workshops, and events (hackathons), with close liaison between ETNIC teams and beneficiaries
• Coaching in Scrum/SAFe V5, and deploying agile practices (certification of coaching skills)
• Negotiating with suppliers, monitoring KPIs, and ensuring COPIL/CODIR reporting
• Bringing your expertise to improve processes and practices to ensure the satisfaction of demanding beneficiaries
• Collaborating with members of technical and functional teams to deliver projects while respecting costs, deadlines, and quality
