IT analyst, expert level

The Office of the Commissioner General for Refugees and Stateless Persons is a federal independent administration. The mission of the CGVS is to provide protection to individuals who risk persecution or serious harm if returned to their country of origin.

In accordance with Belgian, European, and international standards, the CGVS examines each application for international protection in an individual, objective, and impartial manner.

Within the CGVS, a modernization initiative has been launched, translated into the eDossier program. It is a highly ambitious program, consisting of several projects, with very tight deadlines. To further shape and develop the program, we are seeking strong profiles who are willing to commit to delivery, scheduled at least until the end of 2027.

One of the profiles we are looking for is an IT Analyst (data, business, (non-)functional, and preferably also technical), expert level (+10 years of experience). A fairly good knowledge of the asylum authorities and the asylum procedure is an absolute requirement (mandatory).   • A degree in computer science is an asset, but actual experience is decisive,
  • Hands-on experience with business process analysis (+10 years),
  • Hands-on experience with implementing process optimizations (+10 years),
  • Hands-on experience with carrying out functional analyses (+10 years),
  • Hands-on experience with using BPMN (+10 years),
  • Hands-on experience with using UML (+10 years),
  • Preferably, hands-on experience with executing tests (scenarios, functional, technical) (+5 years),
  • Preferably, hands-on experience with performing technical analyses (+5 years),
  • Hands-on experience with data topology, master data management, and database design (+5 years),
  • Hands-on experience with writing use cases and user stories (+5 years),
  • Hands-on experience with designing and configuring (parameterizing) processes within the Camunda business process engine (+1 year),
  • Experience with (collaborating) within agile delivery teams (+3 years),
  • Ability to propose alternative solutions and formulate recommendations on choices to be made, considering the full context,
  • Good listener, flexible attitude, and able to communicate with both technical and non-technical stakeholders,
  • Knowledge of existing services and building blocks at the federal level is a definite asset.

I. Languages

Due to the nature of the tasks and the client base (bilingual work environment), as well as our internal way of working, a good (at least active) knowledge of Dutch, French, and English is absolutely required and necessary.

II. Task package

  • As an IT business and functional analyst, you assess and analyze the CGVS business processes and IT needs; translate business needs into functional and non-functional requirements; and document systems, data flows, processes, use cases, user stories, and workflows,
  • As an IT business and functional analyst, you act as a link between the business and the development team, and communicate (non-)functional requirements clearly to the development team,
  • As a data analyst, you help build our data glossary and our data dictionary, you also monitor data quality and ensure data security (access management and privacy) and data integration between systems (system integration and mapping),
  • As a (preferably) technical analyst, you analyze existing and to-be-developed IT systems, document and design the technical specifications and system specifications of the IT systems. You have strong problem-solving skills and ensure technical updates and improvements. Carrying out PoCs may also be part of your responsibilities,
  • As a (preferably) tester, you will be responsible not only for the execution of functional tests but also for the technical tests of the new IT systems,
  • You are able to communicate and collaborate effectively with other team members,
  • You keep yourself constantly up to date with the latest developments in your areas of expertise,
  • Your strong analytical and problem-solving skills enable you to tackle complex challenges and deliver effective solutions,
  • You enjoy working in a team and can communicate well with both technical and non-technical stakeholders to fully understand and meet the needs of the project,
  • Even though you work in a team, you have enough maturity to work independently and proactively.

III. The interview

The interviews will take place from mid-August 2025 onwards.
