General Context:

The hosting contract for the OTW IT infrastructure in a datacenter expires in December 2026. A public procurement process must be launched for its renewal. This process covers the selection of a future hosting provider, the migration to the "new" datacenter, and the execution of the contract.

The objective is to optimize the technical quality and price of the future contract, secure the migration to a potential new provider, and ensure service continuity.

The IT Project Manager mission is part of a public procurement project managed by a Public Procurement Project Manager.

Mission Objective:

Plan and coordinate the actions of the project.

The mission consists of four phases:

• Preparation of the specifications

• Understand the current architecture and complete the documentation base.

• Consolidate the inventory of services and assets.
• Analyze future needs and write the technical clauses and evaluation criteria, relying on internal IT teams and our current providers.

These clauses will ensure that the quality of migration projects proposed by the candidates meets the OTW service availability constraints. They will also ensure that the management/reporting processes for the hosted infrastructure are aligned with these same constraints, which will be reflected in the evaluation criteria of the specifications.

• Publication of the specifications and response to technical questions

• Support and follow-up of Q&A meetings.

• Awarding the contract

• Analysis of the technical proposals received and participation in the selection committees under the responsibility of the "IT Infrastructure" department.

• Monitoring the execution of the migration

• Validation of the migration strategy, coordination of internal teams, risk management, project monitoring and communication, ensuring operational autonomy after the migration.

Profile:

You hold a degree in Civil Engineering or a Master's in Computer Science with proven experience in IT infrastructure management (Datacenter / Network / Telecommunication) and have 5 years of experience in IT infrastructure project management. You hold a Bachelor's degree in Computer Science and can demonstrate equivalent experience.

Skills:

• Technical expertise: In-depth knowledge of IT infrastructures, networks, systems, and storage solutions. Ability to design robust and scalable architectures. Mastery of standards and guidelines in the field (ISO/IEC 27001, ISO/IEC 20000-1, NIS2, ...).

• Project management skills: Mastery of project management methodologies (such as PMP or Prince2) and associated tools.

• Analytical skills: Ability to analyze complex situations and make informed decisions.

• Writing skills: Ability to structure information and write with clarity and precision.

• Leadership: Ability to motivate and lead multidisciplinary teams in interface with external providers.

• Communication: Excellent communication skills to interact effectively with all stakeholders. A very good level of English is required.
