IT System Project Leader for Invitations, Reservations, and Reminders for Vaccinations

Introduction

The Department of Care wants to develop a system for invitations, reservations, and reminders for vaccinations. Comparable to the systems that existed for invitations, reservations, and reminders for vaccinations in the vaccination centers during the COVID pandemic, but with a broader scope (also for regular vaccinations, outside of a pandemic). The system to be developed is part of the crisis resilience that the Department of Care is building. The Department of Care will rely on the IT non-profit Smals for the development, but requires a part-time, internal project leader.

Where will you be working?

The Department of Care is part of the Flemish government (https://www.departementzorg.be/nl/over-ons). You will join the IT team of the Communication and IT department. You will mainly collaborate with employees from the crisis preparedness cell (CPC), with employees from the vaccination team, and with employees from the IT non-profit Smals (https://www.smals.be).

The CPC helps the government to be well prepared for crises related to health and welfare, such as a pandemic or an environmental disaster (https://www.departementzorg.be/nl/crisiswerking). The vaccination team coordinates the vaccination policy in Flanders and ensures that doctors and vaccinators receive free vaccines to protect vulnerable groups, such as young children and the elderly, against infectious diseases (https://www.departementzorg.be/nl/infectieziekten-en-vaccinaties).

Our office is located at the North Station in Brussels and is therefore easily accessible. We typically work from home two to three days per week.

What will you have to do?

Initially, you will need to support the crisis preparedness cell and the vaccination team in the further high-level analysis of the requirements and have these needs, taking into account the available budget, validated by the steering committee. You will be responsible for methodically documenting the requirements (via user stories and epics) and coordinating with other teams that may play a role in this project (legal, communication, IT, …).

Next, you will act as a bridge between the Department of Care and the analysis and development team at Smals vzw. Specifically, you will:

  • attend sprint meetings together with the end user group and determine which backlog items are to be planned,
  • monitor the budget and scope,
  • ensure that the solution continues to fit within the IT ecosystem / architecture of the Department of Care,
  • seek buy-in from all involved partners (such as general practitioners, professional associations, or other governments),
  • serve as the first point of contact for the supporting services and the DPO and CISO of the Department of Care,
  • log and follow up on work items in Jira, and
  • report to the steering committee.

Who are we looking for?

We are looking for someone who is mature and wants to independently take on responsibility. And who has experience with:

  • functional analyses and the methodical description of requirements;
  • the follow-up of (outsourced) IT projects; and
  • the ecosystem for the digitalization of healthcare in Flanders / Belgium (cf. basic services of the eHealth platform, …).
