IT Transition Coordinator

1. Presentation of ETNIC

ETNIC (Entreprise pour les Technologies de l’Information et de la Communication) is the IT operator of the Fédération Wallonie-Bruxelles. As a public interest organization, ETNIC's mission is to design, develop, maintain, and evolve information systems and technological infrastructures serving the administrations and institutions of the FWB.

As a central player in the digital transformation of the Belgian French-speaking public sector, ETNIC is active in various fields such as:

  • Management of IT infrastructures (networks, security, data centers, cloud),
  • Development of custom business applications,
  • Support for digital projects (functional analysis, UX/UI, project management),
  • Cybersecurity and data protection,
  • User support and training.

With a constant focus on innovation, performance, and public service, ETNIC regularly collaborates with external partners to strengthen its teams through IT consultancy assignments. These collaborations are carried out within an ethical, professional framework, oriented towards the quality and concrete impact of the delivered solutions.

2. Mission

The IT transition coordinator acts as interim head of the IT function for a period of one year.

In this capacity, he/she:

  • ensures the operational management of the IT function and continuity of digital services;
  • establishes and maintains an up-to-date consolidated vision of the portfolio of ongoing projects, requests, and services;
  • implements mechanisms for arbitration, prioritization, and reporting (demand governance, management dashboard);
  • establishes budget transparency and initiates cost control processes (TCO);
  • structures the management and accountability of suppliers (private and institutional);
  • develops a user-oriented culture, listening to and prioritizing business needs;
  • identifies and implements possible synergies with ETNIC (pooling of components, services, and skills);
  • contributes to rebuilding a climate of trustful collaboration between ONE and ETNIC;
  • prepares the handover to a sustainable IT management (framing recruitments, knowledge transfer).

3. Required skills and experience

Seniority: Senior consultant / IT management profile, capable of acting as interim head of IT function and engaging with leadership bodies (CODIR, CA) and supervisory authorities.

Transition management: Proven experience in taking over an IT function in a complex and constrained environment, with the obligation to deliver results in the short term.

Portfolio management / PMO: Mastery of demand management processes, prioritization, and portfolio management.

Sourcing and public procurement: Significant experience in managing purchasing teams and public procurement of services / consultancy, considering the importance of external sourcing at ONE and the need to avoid conflicts of interest.

IT financial management: Ability to rebuild a reliable budget vision, establish commitment monitoring, and set up a complete cost model (TCO).

Public sector / FWB: Knowledge of the institutional and budgetary framework and experience in managing IT and Purchasing teams in the public sector.

Interpersonal skills: Leadership, political acumen, listening and mediation abilities; aptitude to restore trust between stakeholders and drive change.

4. Operating procedures

Governance and reporting: Periodic reporting to the Director General of ONE and the Director General of ETNIC, regular reporting to the Board of Directors of ONE, and progress updates to the relevant bodies (CODIR, COSTRA ONE). An IT management dashboard will be set up within the first weeks.

Co-management of the assignment: The assignment is co-managed by the Director General of ONE and the Director General of ETNIC, with structured bi-monthly meetings. The transition coordinator also has direct access to the Director General to ensure responsive decision-making.

Degree of autonomy: During the first months (months 1 to 6) in particular, structural decisions (portfolio prioritization, sourcing choices, significant commitments) are prepared in close collaboration with both general managements and validated as part of the co-management framework. The scope of autonomy will be specified progressively.
