Operations & Data Flow Governance Manager

Main Mission

The Operations & Data Flow Governance Manager is responsible for ensuring the operation of data exchange platforms and services within the department. They are accountable for the operationalization of data processing across the various existing and developing platforms (API, event streams, Operational Data Store, etc.), the associated governance, and the continuous improvement of practices and tools.

They work closely with development teams and various stakeholders (functional authorities, reporting, etc.) and application teams to ensure that data flows in a secure, controlled, monitored, and sustainable manner.

Main Responsibilities

Governance & Compliance

  • Define and maintain clear governance around data operations (processes, standards, documentation, best practices).
  • Ensure compliance with internal rules and external regulations (GDPR, security, traceability).
  • Participate in the development and implementation of data catalogs (master data management, metadata, ats, etc.).
  • Participate in the implementation of access control and data flow audit policies.

Operations & Monitoring

  • Oversee the daily operation of data exchange platforms (API, event streaming, ODS, etc.).
  • Continuously control and improve monitoring systems, alerting, and operational reporting (monitoring, capacity management, demand management, etc.).
  • Implement data flows through the available platforms, according to the needs provided by technical teams.
  • Identify and correct shortcomings in existing tools (logs, observability, SLA/SLO).
  • Manage incidents and ensure communication with stakeholders.

Organization & Team Management

  • Identify and define the profiles and skills required for the operationalization of data flows (data engineers, data stewards, monitoring experts, etc.).
  • Recruit, manage, and lead the team responsible for operations and governance.
  • Foster a culture of continuous improvement and cross-functional collaboration.
  • Report on resources to management (capacity, evaluation cycles, etc.).
  • Report on projects to management (progress status, budget consumption, platform cost evolution, etc.).

Collaboration & Strategic Alignment

  • Work closely with development teams to anticipate operational and support needs.
  • Act as the main interface between IT teams, business units (reporting, data science, steering), and “data” clients.
  • Collect, analyze, and prioritize needs in terms of reliability, auditability, and performance of data exchanges.

Profile Sought

Education & Experience

  • Confirmed experience (5+ years) in operating or governing complex data systems (API management, streaming, ETL/ELT, data lake/warehouse, ODS).
  • Managerial or technical team coordination experience.

Technical Skills

  • Knowledge of integration and data exchange technologies (Kafka, RabbitMQ, API Gateway, relational and NoSQL databases, etc.).
  • Mastery of monitoring practices (observability, logging, metrics, traces).
  • Awareness of security and compliance issues (IAM, audit, GDPR, etc.).

Cross-functional Skills

  • Leadership and ability to unite a team around a common mission.
  • Excellent communication, popularization, and coordination skills.
  • Results-oriented and able to prioritize effectively.

Key Objectives of the Position

  • Establish clear and documented operational governance for all data exchanges.
  • Improve the reliability and transparency of flows through appropriate monitoring and audit tools.
  • Build and lead a dedicated team for the operation and operationalization of data processing.
