Medior IT/Functional Analyst

Within Smals, you will join the group that provides services to the Flemish Social Protection (VSB). One of the applications is eZBO, where people can apply for a care budget for elderly people with care needs. This is a budget for people aged 65 and over with a limited income and health problems.

Flanders wants to expand this application with the option to apply digitally for another allowance, the care budget for people with severe care needs (ZZZ), which is currently only possible on paper.

Within the role of functional analyst, you ensure the quality and content of the functional analyses and user stories by discussing them with the business as well as transferring the functional knowledge to the development teams and supporting the software solution. Your tasks include

  • Translating the business needs into an IT/functional elaboration in the functional analyses and then working these out in Jira
  • When we talk about IT/FA, it concerns analyses for the development of frontend and backend applications (not just managing data or configuring existing applications)
  • Explaining the different Jira tickets to the development team
  • Organizing and leading the internal validation and presentation meetings of the analyses
  • Defining automated tests
  • Following up on them, e.g. through functional reviews
  • Executing tests in the INT environment
  • Helping others & trying to keep a positive vibe in the team
  • Actively collaborating with the project manager, fellow analysts, the business and/or management to ensure smooth communication regarding the integration of business needs
  • Preparing and leading meetings with the client with the aim of presenting the progress of the analyses (status and planning of the analyses), validating the content of the analyses, and regularly giving demos of the latest developments
  • Detecting problems in a timely manner and proposing necessary adjustments in case of changing factors
  • Following up on operational tasks and issues (via Jira tickets & emails from the client) as well as monitoring the execution of surveys in production
  • Assisting the project leader in the planning and follow-up of the projects to achieve the project objectives within the set deadlines and budgets. Reporting effectively. Discussing any problems with the staff and the PL
  • Assisting the project leader in drawing up schedules, taking into account the allocation of assignments/tasks to staff, workload, priorities, predetermined budgets and quality requirements. In addition, supporting the follow-up of the projects (quality, evolution, etc.)
  • Effectively managing changes requested by the client or related to ongoing developments. Analyzing these, evaluating the impact, making an estimate and efficiently reporting to the project leader and the team, so that a timely decision can be made
  • Regularly presenting a clear and up-to-date status of the progress of the analyses and developments to the project leader

Profile

  • Thorough knowledge of analysis methodologies, tasks and processes
  • Familiarity with analysis tools
  • Familiarity with the use of an issue and project management tool, e.g. Jira
  • Familiarity with the use of a content collaboration tool, e.g. Confluence
  • Knowledge of development practices & test paradigms such as continuous integration & TDD
  • Good knowledge of UML / BPMN / SQL
  • Basic knowledge of Java / GIT / SVN
  • Good interpersonal skills
  • At least 2 years of experience with analysis in software development – i.e. IT analyses (for the development of frontend and backend applications, not just managing data or configuring existing applications)
  • At least 3 years of experience with analysis
  • Nice to have: experience with data exchange with KSZ
  • Finally, you express yourself fluently in Dutch
