PEPU reinforcement – Digitalization Project Manager

You will strengthen the SPW Digital team that coordinates the digitization program for urban planning, environmental, and unified permits. This team currently consists of a program manager, a pool of analysts and testers, a change, communication and training manager, and several project managers already assigned to specific missions.

This team also relies on other people/skills from SPW Digital, SPW ARNE, and SPW TLPE. You will support the designated program manager in implementing and monitoring ongoing or upcoming technical projects as part of the digitization of permits.

Mission:

As Project Manager, you will simultaneously manage multiple projects, from the pre-study phase (offer coordination) to the transfer to operational production. In this context, you work in close collaboration with the business, the sub-program team, and the SPW Digital team coordinating the digitization of both urban planning and environmental permits. The SPW Digital team consists of a Program Manager, an Analyst, the Change Manager, and a Test Coordinator.

The main activities and deliverables related to this mission are:

  • Carry out or supervise the realization of a pre-analysis (offer coordination): estimation of scope, technology, resources, and budget.
  • Identify service providers, contacts, and experts, define the project charter, and set up the project organization.
  • Be responsible for the internal kick-off and external kick-off with the client to understand their needs and environment.
  • Define tasks and deliverables (technical and documentary) and produce the project plan using an approach that anticipates short and rapid iterations focused on delivering value that meets client needs (agile approach). Scrum Master certification is an advantage.
  • Set up the project team and drive it forward.
  • Be the single point of contact for the business.
  • Monitor projects (planning, budget, scope, risks) and manage changes.
  • Bring together all people involved in the project.
  • Be able to help and be hands-on during critical phases of the program (work overload, approaching deadlines), particularly during the realization phase.
  • Coordinate and supervise the realization, testing, and training phases.
  • Ensure monitoring of the go-live and provisional reception (MVP) and final acceptance (Finished product entering 'maintenance').
  • Ensure project closure.
  • Provide ad-hoc reporting at various levels.
