The Service Public de Wallonie (SPW) is looking for a Product Owner & Process Owner to ensure the strategic, functional, and operational management of Notice, a web tool developed by the Service Public de l’Environnement (SPE).

Notice is the reference platform for ensuring digital communication related to environmental and urban planning permits with Walloon municipalities and advisory bodies.

Main Activities

1. Product Ownership – Management of the “Notice” product

2. Define and maintain the product vision in alignment with business needs, SPW priorities, and regulatory developments.

3. Manage and prioritize the product backlog, write user stories, and monitor development progress.

4. Collaborate closely with technical teams (developers, architects, UX/UI) and business teams to ensure functional consistency.

5. Organize and lead product governance circles: workshops, reviews, demos, user testing.

6. Identify necessary evolutions, propose continuous improvements, and ensure product quality.

7. Process Ownership – Reference for Permis Unique processes

8. Ensure mapping, consistency, and compliance of processes related to the Permis Unique.

9. Be the primary contact for business departments for the analysis, modeling, and optimization of processes.

10. Ensure that the Notice product correctly and efficiently supports operational processes.

11. Lead workshops for defining and improving processes, and support their implementation.

12. Ensure the application of best practices in process management (BPM).

13. Support for analysts

14. Be the reference point for analysts involved in the digitization program for permits.

15. Support the program manager in coordinating analyst priorities based on the program’s strategic priorities.

16. Act as a coach for all new analysts who will join the team.

17. Monitoring, control, and continuous improvement

18. Define and monitor key performance indicators (KPI) for the product and processes.

19. Analyze user feedback and incidents, propose corrective or preventive solutions.

20. Ensure compliance with legal, technical, and security requirements.
