The SPW Digital, a pillar of the digital transformation of the Walloon administration, occupies a strategic position in the modernization of public service in Wallonia and in its daily IT management.

Its missions are:

Digital transformation: supporting the digitalization of public services to improve the efficiency and accessibility of services for citizens and businesses.

Application development and maintenance: developing applications and ensuring their optimal maintenance

IT security and data protection: ensuring the security of systems and data

Information systems management

Technological innovation: promoting the integration of new technologies

Supporting administrations through tools, training, and advice.
Centralization of digital procurement

And this for all SPW business lines, ranging from Agriculture to Finance, including Roads and Local Authorities.

We are looking for a highly experienced PMO leader, capable of making the project portfolio visible end-to-end, driving it, identifying improvements, and proposing them.

This role requires strong leadership.

Mission objectives:

  • Align the project portfolio with the strategy
  • Support the CIO in drafting the IT master plan, together with a Digital team, and by gathering business priorities
  • Ensure that projects entering the project flow are the right ones, have the right information, are budgeted, and manageable with the resources available
  • Review the demand management process to make it more efficient, respond better and faster to business needs
  • Improve our delivery predictability and project analysis
  • Ensure that projects progress in compliance with processes
  • Enable synchronization of projects
  • Allocate resources to projects
  • Support project managers throughout the project
  • Onboard new project managers by offering them support (toolbox), guidance, and training
  • Support the organization in understanding the projects
  • Strengthen communication and collaboration
  • Monitor project reporting
  • Formulate recommendations for proper project execution
  • Evolve methodologies, processes, and tools in a system of continuous improvement

Responsibilities:

  • Resource Management: Collaborate with project managers and stakeholders to allocate and manage the resources necessary for project delivery effectively. Ensure that required skills and capabilities are available throughout the process.
  • Communication and Reporting: Provide regular reports on project progress to internal and external stakeholders. Facilitate communication between teams to ensure clear understanding of objectives, deadlines, and issues.
  • Risk and Issue Management: Identify risks to the project portfolio and implement appropriate mitigation strategies.
  • Continuous Improvement: Participate in identifying project management processes and practices that can be improved. Contribute to the evolution of working methodologies and tools used within the application PMO for increased efficiency.

The profile is that of a project portfolio manager (PMO) with excellent knowledge of project, program, and portfolio management.

They have excellent communication skills and are able to interact with both SPW Digital teams and business stakeholders.

Required Skills:

  • Ability to challenge a process and make proposals
  • Proven experience in IT project portfolio management
  • Experience in project management, ideally in a technical or IT environment
  • Excellent planning, monitoring, and resource management skills
  • Strong communication and interpersonal skills
  • Ability to solve problems quickly and make informed decisions
  • Understanding of application and technical concepts to facilitate collaboration with development teams
  • Ability to be pedagogical in carrying out assignments
