Work Environment

The Federal Judicial Police is a specialized police force, mainly responsible for combating organized crime in all its forms. It is one of the three general directorates of the federal police and focuses on investigative files in areas such as cybercrime, terrorism, organized crime, drug trafficking, and many others.

It provides support and expertise to the entire integrated police, as well as to its national and international partners.

Within this directorate, there are operational resources assigned to judicial police operations, the fight against serious and organized crime, special units, as well as technical and scientific police operations.

Job Description

Your role will consist of providing support in establishing the foundations of governance for a new PMO approach within the judicial pillar. This initiative is part of the ongoing establishment of an IT Factory at the central level, which is leading to a revision of the intake process as well as the PMO architecture of the new ecosystem.

In this context, you will be expected to contribute to the implementation of iPMO processes using an agile and modern approach. This approach should integrate the different levels of the organization: field operational teams, the strategic and tactical levels of the IT Factory, as well as the Kern of the DGJ, including in particular the General Director.

The definition of this new approach must also take into account the iTOM currently being developed within the organization, which will establish the general governance framework.

Under the responsibility of the strategic level, you will participate in the implementation of PMO processes, the definition of internal guidelines, as well as the development of reference documents relating to requests and project files.

You will also contribute to the definition of monitoring indicators, particularly regarding the performance and budget of projects included in the PMO portfolio. This information will eventually be accessible via dashboards presenting different levels of granularity depending on the target audience.

This is a short-term mission (about three months) aimed at consolidating and finalizing the already defined foundations to enable the rapid launch of the implementation and operational use of this iPMO.

For each phase, you will define deadlines and organize priorities to achieve the objectives assigned to you within the scope of the mission.

Main Missions

During your mission, you will participate in the establishment of an iPMO process led by the IT Factory of the General Judicial Directorate of the Federal Police. In this context, you will contribute to the structuring, mapping, and documentation of the processes necessary for the implementation of this approach.

More specifically, you will be involved in the following aspects:

  • Defining an agile PMO, able to integrate into an existing organizational structure, hierarchical and including different levels of validation and decision-making.

  • Implementing the project intake process, including the definition of the necessary documents and supports for its operation.

  • Mapping and modeling processes, particularly by means of BPMN diagrams.

  • Drafting guidelines and reference documents to support the implementation and use of the defined processes.

Profile Sought

You have significant experience (10 to 15 years) in the establishment or evolution of PMO structures within complex organizations, ideally in the public sector and in highly hierarchical environments.

You have solid experience in portfolio governance, the structuring of organizational processes, as well as supporting organizational transformations.

You are capable of intervening at the strategic, tactical, and operational levels and collaborating with various stakeholders to integrate a global vision of processes and governance mechanisms.

You are able to formalize and document processes, as well as to implement steering indicators, reporting tools, and dashboards adapted to the different levels of governance. These tools must notably enable clear monitoring of the performance, budget, and priorities of projects included in the PMO portfolio.

You have experience in defining intake and project prioritization processes, as well as in setting up methodological frameworks and document templates adapted to these processes and the organization.

You also have good experience in modeling decision processes and validation flows using BPMN diagrams, which then allow for the structuring of procedures and operational guidelines.

You have good knowledge of project management methodologies, notably in agile environments, as well as frameworks such as PM2, PRINCE2, or PMBOK.

You possess excellent analytical and structuring skills, enabling you to quickly translate organizational needs into operational processes, including in complex environments, while effectively communicating with stakeholders at the different levels of the organization: strategic, tactical, and operational.

You are fluent in English and in one of the two national languages. Active knowledge of one national language and passive (at minimum) knowledge of the other is a real asset.

Knowledge of the Police environment, and more particularly of the Federal Judicial Police, is an important advantage.
