CONTEXT

As part of a large-scale organizational transformation, a major public actor is strengthening its governance in the area of portfolio, program, project, and product management (PPM).

The challenges include structuring strategic steering, aligning business and IT initiatives, optimizing resource allocation, and adopting modern tools and methodologies.

To support this evolution and increase PPM maturity within the organization, we are seeking an experienced PMO Manager to strengthen a central PMO in a complex and multidisciplinary environment.

MISSION

The PMO Manager is responsible for the development, optimization, and overall governance of PPM processes, methods, and tools.

He/she ensures the coherent application of governance based on Prince2, enriched with agile and product-oriented practices, and supports the adoption of a modern PPM tool.

The role combines a strong strategic, operational, and change component, with transversal responsibility over all projects, programs, and products.

RESPONSIBILITIES

PPM Portfolio Governance

• Maintain an integrated and up-to-date overview of the portfolio of projects, programs, and products.
• Facilitate selection, prioritization, and capacity planning.
• Monitor resources, budgets, risks, dependencies, and performance indicators.
• Prepare reports and dashboards for management.
• Prepare and lead meetings of various governance bodies.

Methodology and Standards

• Implement and further develop a PPM methodology based on Prince2, complemented by Agile and Product Management practices.
• Define, maintain, and disseminate templates, standards, and processes.
• Guide project managers, product owners, and decentralized PMO teams.
• Structure and animate the PPM community of practice.

Support of the PPM Program

• Support the program manager in structuring, implementing, and monitoring the PPM program.
• Ensure structured and transparent reporting on progress, risks, and decisions.
• Contribute to the dissemination of a shared PPM vision.

Integrated Resource Management

• Develop a harmonized framework for capacity and resource management (business, IT, Data).
• Collaborate with HR, IT, and Data teams to align priorities, roadmaps, and capacity.
• Integrate resource management into the PPM tool.

Change Management and Communication

• Contribute to the preparation and execution of the change plan.
• Inform, raise awareness, and mobilize stakeholders.
• Organize and facilitate workshops and information sessions.

Problem Solving and Continuous Improvement

• Proactively identify bottlenecks and critical dependencies.
• Propose pragmatic solutions and guide their implementation.
• Contribute to a culture of continuous improvement.

Knowledge Transfer

• Ensure structured knowledge transfer to internal teams.
• Document best practices and ensure the sustainability of PPM governance.

PROFILE & TECHNICAL SPECIFICATIONS

Education & Certifications

• Master's degree.
• Prince2 Foundation required.
• Prince2 Practitioner and/or MoP is a plus.

Experience

• Demonstrable experience in a role as PMO Manager or equivalent.
• Experience in complex organizations (> 1,500 employees).
• Experience with the implementation of PMOs and PPM tools.

Technical Skills

• Proficient in Office suite & Power BI.
• Experience with PPM tools and their implementation.
• Hybrid governance (Prince2 + Agile).
• Agile frameworks (Scrum, Kanban).
• Knowledge of Product Management (roadmaps, backlog, product lifecycle).
• Data-driven reporting (KPIs, Power BI).
• Understanding of IT and Data processes.
• Basic knowledge of budget monitoring.
• Excellent communication skills in French and Dutch.
