Mission Order – PMO Manager

MISSION OF THE POSITION

The PMO Manager is responsible for structuring, professionalizing, and leading the CAPAC Project Management Office, in direct support of the COSI department. They ensure coherent governance of the project portfolios, guarantee methodological quality, and support the four steering committees: Accessibility, Service Quality, Automation & Architecture, Change Culture.

Strategic Objectives

  • Alignment of projects with the Flight Plan 2030 (strategic document) and the Roadmap.
  • Implementation of unified governance.
  • Consolidated monitoring of progress, risks, and interdependencies.
  • Standardization of methods, tools, and reports.

Responsibilities

1. Governance and Steering

  • Develop and maintain methodological standards (PRINCE2, Agile, Prince2 Agile).
  • Define templates, rituals, and reporting processes for management and steering committees.
  • Ensure coherence between projects, programs, and steering committees.

2. Portfolio Management

  • Consolidate the status of the portfolio’s progress.
  • Structure the reporting of indicators (Administration Contract, Flight Plan (strategic document), Roadmap).
  • Identify and flag transversal risks.

3. Operational Support

  • Support portfolio managers, project managers, and project leaders.
  • Prepare governance meetings: agenda, documents, minutes.
  • Lead or co-lead certain committees.

4. Quality & Continuous Improvement

  • Ensure centralized and up-to-date documentation.
  • Measure project maturity and propose improvements.
  • Promote a culture of change and learning.

Specific Context of CAPAC

CAPAC is a relatively small public organization, characterized by highly committed teams where employees often take on multiple roles. At a time when Capac is temporarily benefiting from external reinforcement to carry out several essential projects, the PMO Manager must play a structuring and accelerating role and support the organization’s transition towards a project-oriented approach. They demonstrate pragmatism and, in some cases, may be required to carry out tasks that do not strictly fall within their area of responsibility in order to unblock situations and achieve results.

Key challenges are:

  • Ensuring the transfer of knowledge and coaching to guarantee future autonomy.
  • Installing pragmatic governance: light, clear, sustainable.
  • Maintaining roadmap coherence while considering dependencies and priorities.
  • Ensuring quality without losing execution speed and hands-on mentality.
  • Acting as a mentor to PMs and junior profiles in the PMO/Strategy team.

Expected Deliverables

  • Complete (documented) governance system.
  • Consolidated dashboard per steering committee.
  • Standardized templates: PID, planning, risks, reports.
  • Mechanism for monitoring dependencies and capacities.
  • Active contribution to the strategic roadmap.

Required Skills

  • Confirmed expertise in PMO and portfolio management.
  • Mastery of transformation environments (IT + organization).
  • Excellent organizational and communication skills (FR/NL required).
  • Ability to work transversally with management, AG, business services.
  • Ability to coach and develop junior teams.
  • Ability to juggle conceptual tasks and concrete work execution. The candidate must be ready to demonstrate pragmatism and versatility to deliver tangible results.

Collaboration Framework

  • Reports to: COSI Director.
  • Frequent interactions: General Administrator and Deputy General Administrator, Project Managers, Heads of Department, Senior Users.
  • Mandatory participation in steering committees and monthly meetings.
  • Hybrid mode; on-site presence required at key moments and to support the team. Remote work possible.
