Project Context

High-criticality IT transformation project, lasting 3 years, involving over 100 contributors (business experts, business analysts, functional analysts, IT architects, development teams, QA).

The program consists of the implementation of a complex set of interdependent projects aimed at rewriting a business application related to the shared service processes of fiscal and non-fiscal debt collection and recovery. The application can be compared to an accounting application such as an ERP, a bank account management application (including PC banking), workflow applications, and dynamic interfaces with its clients. The program runs in parallel with some other projects for improvement and addition of business functionalities.

The consultant is responsible for setting up and leading the PMO Office, ensuring governance, coordination, and the quality of processes and deliverables for this project.

Main Mission

Ensure overall project governance, coordination of business and IT stakeholders, operational management, as well as the quality and validation of requirements and developments, while respecting deadlines, costs, and quality standards.

Key Responsibilities

  1. Governance & PMO Office

  2. Set up and operate the PMO Office of the project

  3. Define and maintain management processes (planning, reporting, risks, dependencies, decisions) according to the methodologies in place at SPF inspired by Prince2 (project) and Agile Scrum (development)

  4. Structure and lead governance committees (Steering Committee)

  5. Ensure consolidation of key indicators (KPI, progress, budget, risks, quality)

  6. Planning & Monitoring

  7. Build and maintain the global program schedule

  8. Ensure monitoring of milestones, deliverables, and inter-team dependencies

  9. Identify, analyze, and follow up on risks and issues

  10. Propose and manage mitigation plans

  11. Organization and Facilitation of Workshops

  12. Plan, structure, and facilitate business–IT workshops

  13. Coordinate the participation of:

    • Business experts

    • Business Analysts

    • Functional Analysts

    • IT Architects

  14. Ensure clear objectives, precise scoping, and formalized deliverables

  15. Ensure follow-up of actions and decisions resulting from the workshops

  16. Requirements Management

  17. Set up a requirements management framework (processes, templates, tools)

  18. Ensure:

    • Structured collection of requirements

    • Their traceability (business → functional → technical → development)

    • Their formal validation by stakeholders

  19. Manage change requests

  20. Quality & Documentation

  21. Define and enforce documentation standards

  22. Ensure that all deliverables are:

    • Complete

    • Consistent

    • Validated

    • Versioned

  23. Check alignment between:

    • Validated requirements

    • Designed solutions

    • Delivered developments

  24. Support testing phases (UAT, business validation)

  25. Business – IT Coordination

  26. Act as the central interface between business and IT

  27. Facilitate communication and conflict resolution

  28. Ensure alignment of business expectations with technical constraints

  29. Ensure mutual understanding of challenges and priorities

Duration: 12 months (220 days) – Possible extension

Work Arrangement: Hybrid light (presence requested on Monday, Tuesday, and Thursday and on request on Wednesday and Friday)
