Portal Manager

Context

Automatic Number Plate Recognition (ANPR) uses intelligent cameras that recognize license plates. The system then compares these scanned license plates with already available data (stolen or reported vehicles, whether or not they are allowed to drive in certain areas, etc.). Within the police, ANPR is used in the context of traffic safety and judicial assignments.

The ANPR project is managed by the Directorate of Police Information and ICT (DRI) of the Federal Police. The directorate is responsible for preparing policy and rules for information management and processing, developing the police information concept, establishing technical norms and standards, and implementing information and communication systems.

Role: “Portal manager”

As a portal manager within the ANPR team at DRI, you are responsible for the management and operational coordination of the camera network and the number plate recognition systems within our organization. You have a strong technical background and understand the operation of hardware, firmware, and network infrastructures required for a reliable camera ANPR system. In addition, you keep up with the latest developments in camera technology and proactively propose optimizations.

At all times, you maintain an overview of (upcoming) risks and manage these in a mitigation plan.

Tasks and responsibilities:

  • Main tasks:

  • Managing the inventory of cameras

  • Providing technical support in case of malfunctions and problems, including diagnosis and resolution
  • Monitoring and maintenance of cameras in coordination with the supplier
  • Guiding and managing the onboarding and offboarding of cameras with various stakeholders (including local police zones)
  • Preparing reports and analyses of the performance and uptime of the camera fleet
  • Following up on SLAs regarding scope and escalating supplier performance when necessary (to Procurement)
  • Co-validating technical proposals from internal and external partners

  • Secondary tasks:

  • Supporting the invoicing process by validating technical delivery (in cooperation with Procurement)

  • Keeping up with new developments in camera technology and advising on improvements and investments
  • Collaborating with IT and security teams to ensure safe and efficient operations

  • Education, experience, and competencies:

  • Degree in computer science, electronics, engineering, network technology, or equivalent through at least 5 years of relevant work experience

  • Technical knowledge of CCTV, ANPR systems, networks (TCP/IP, PoE, VPN), and firmware updates is a plus
  • Experience with hardware and software configuration of camera systems and servers is a plus
  • Knowledge of cybersecurity and GDPR guidelines with regard to camera images is a plus
  • Experience with systems and programs for ticketing, reporting, and knowledge management
  • Strong analytical and problem-solving skills
  • Good communication skills and the ability to guide various stakeholders substantively
  • Methodical and precise working approach
  • A self-starter with a critical mindset
  • Discretion
