ETNIC (Entreprise pour les Technologies de l’Information et de la Communication) is the IT operator of the Fédération Wallonie-Bruxelles. As a public interest organization, ETNIC’s mission is to design, develop, maintain, and evolve information systems and technological infrastructures serving the administrations and institutions of the FWB.

A central player in the digital transformation of the Belgian French-speaking public sector, ETNIC operates in various fields such as:

• Management of IT infrastructures (networks, security, data centers, cloud)
• Development of custom business applications
• Support for digital projects (functional analysis, UX/UI, project management)
• Cybersecurity and data protection
• User support and training

2. Mission

Recruitment of a Portfolio Manager (PfM) for the strategic management of the project and IT service portfolios of a beneficiary client.

Mission Description

As part of the strategic transformation “Horizon 2030” and the creation of the Transformation Cell, ETNIC is seeking a Portfolio Manager (PfM) to:

• Manage the portfolio of IT projects, programs, and services in alignment with strategic objectives (modernization of the IT platform, cybersecurity, cost optimization, skills development)
• Ensure consolidated tracking of requests, budgets, and risks, in collaboration with business beneficiaries and internal teams (architects, analysts, project managers)
• Prepare and facilitate COPOR meetings (Operational Steering Committees) and investment reviews, proposing arbitration based on data (budget, risk, business value)
• Develop and maintain the IT cockpit (consolidated dashboard) to provide an overview of portfolio health (projects, services, maintenance, incidents)
• Advise decision-making bodies (CODIR, Transformation Cell) through the preparation of strategic files (project sheets, cost/benefit analyses, risks) and post-validation follow-up
• Analyze budget variances (over/under-consumption) and propose corrective action plans, particularly for maintenance pools

The assignment takes place in a context of organizational simplification and strengthening of cross-functional governance, with particular attention paid to cost control and operational resilience.
