Context
Automatic Number Plate Recognition (ANPR) makes use of intelligent cameras that recognize license plates. The system then compares these scanned license plates with already available data (such as stolen or reported vehicles, whether or not they are allowed to drive in certain areas, etc.). Within the police, ANPR is used in the context of road safety and judicial tasks.
The ANPR project is housed within the Directorate of Police Information and ICT (DRI) of the Federal Police. The directorate is responsible for preparing the policy and rules for information management and processing, developing the police information concept, establishing technical standards and norms, and implementing information and communication systems.
Role: “Business Analyst”
As a Business Analyst within the ANPR team at DRI, you will be responsible for carrying out analyses and translating needs for the further stabilization of the ANPR system. This includes initiatives ranging from functional developments to software upgrades and the alternative use of existing solutions and materials.
You structure all initiatives in a clear approach, with attention to feasibility, budget, dependencies, and return on investment (ROI). You facilitate communication with external vendors where necessary and build good collaboration with internal stakeholders within the police—such as key users, IT architects, analysts, and software engineers—to ensure the success of the project. You possess strong technical insight and take on a bridging, advisory, and facilitating role with regard to both management and operational services, working closely with them.
Tasks and Responsibilities
Main Tasks

Identifying bottlenecks and improvement opportunities: You examine the current operation of the ANPR system and identify bottlenecks, risks, and possible improvements. In doing so, you thoroughly gather the needs, wishes, and requirements of all involved parties (users, operational services, management).

Analyzing and documenting requirements: You translate the collected needs into clear business and system requirements. You document these requirements and processes accurately, for example in the form of requirement lists, business process models, or business analyses. Based on this information, you conduct detailed analyses of the data and processes to define problems, opportunities, and solutions.

Proposing improvements: Based on your analyses, you formulate recommendations for changes in the system or business processes to increase the stability, performance, and efficiency of the ANPR platform. You advise the organization on these improvements and support their implementation where necessary.

Stakeholder management and bridging function: You act as a point of contact and bridge between the business and the technical teams. You ensure that all stakeholders—from management to developers and end users—are aligned and understand and support the proposed solutions. This means you can translate complex technical information into understandable language for non-technical stakeholders and, conversely, clearly convey business needs to the IT team.

Support of project planning: You work closely with the Project / Program Managers and the team in drawing up and adjusting the roadmap and planning. Through your analyses, you provide insight into priorities and dependencies, so that the project planning can be adjusted where necessary based on facts and findings.

Quality assurance and testing: You monitor the quality and completeness of the analyses and the solutions provided. You provide input for test strategies and help draw up test scenarios and acceptance criteria. Additionally, you support the execution of tests (for example, user acceptance tests) and guide users in validating new or modified functionalities. In this way, you ensure that the delivered results meet the specified requirements and quality standards.

Monitoring of implementation and results: You follow up on the implementation of improvements and monitor their impact on the stability of the system. You proactively identify any new bottlenecks or deviations and report your findings to the project team and management. If necessary, you perform additional analyses to check whether the intended benefits (such as less downtime or faster processing) are actually realized.
Secondary Tasks

Vision formation for the future: You help define and set the parameters of a stable ANPR system for the long term, with a view to future expansions or new government tenders. You contribute to formulating a long-term vision that takes into account growing capacity needs, new technologies, and integration with other systems.

Knowledge update and regulatory compliance: You stay informed about new developments in ANPR technology and relevant laws and regulations (for example, privacy legislation regarding ANPR data, such as the maximum retention period of one year for camera images). You integrate this knowledge into your analyses and advise on necessary adjustments to comply with applicable regulations and best practices.
Education, Experience, and Competencies

Experience: At least ten years of hands-on experience in business analysis and/or guiding ICT projects. Proven experience within complex IT environments and government projects.

Methods & tools: Experience with analysis methodologies and tools, such as modeling business processes, requirements management, and project tracking systems. Familiarity with MS Visio, PowerBI, JIRA/Confluence or similar toolsets is desired.

Analytical ability: Strong analytical and problem-solving skills. You can structure large amounts of information and draw sharp conclusions. You have an eye for detail without losing sight of the big picture.

Communication: Excellent communication skills and the ability to substantively guide and align various stakeholders. You can actively listen, ask the right questions, and clearly formulate complex ideas, both in writing and verbally.

Language skills: French or Dutch as mother tongue, with a strong passive knowledge of the other national language. Good knowledge of English is a plus for understanding technical documentation.

Work style: Proactive, result-oriented, and structured. You take initiative, are a self-starter with a critical eye, and work in a planned manner. You set clear goals (KPIs) and substantiate your proposals and decisions with facts and data.

Integrity: Discretion and reliability are essential, given your access to sensitive positional information.

Domain knowledge: Affinity or experience with ANPR systems, camera technology and/or the detection chain is an asset. You can quickly familiarize yourself with the substantive context of traffic surveillance and investigation, so that you understand the implications of changes in the system.
