Product Owner for mobile police applications
Introduction
The business unit BILOC is responsible for all projects closely or remotely related to local police work. This includes the development and support of applications designed to facilitate these tasks, such as ISLP, which allows for drafting and managing reports, as well as FOCUS, which enables field police officers to perform a wide range of tasks from their phone or tablet.
Project
As mentioned above, FOCUS enables mobile work via smart devices. This application currently features around twenty modules, each allowing field police officers to perform specific tasks. The operations that can be carried out in this way range from sending a simple message to colleagues, to conducting a comprehensive search on a person, place, business, etc., including viewing ongoing incidents and locating intervention units, among many other features. FOCUS is an application developed by an external partner but hosted by us, for which we have final responsibility. Each year, new functionalities and modules are implemented.
Mission
FOCUS is currently managed within the business unit by two product owners who also take on the role of project manager, as well as an incident manager/technical coordinator.
We are looking for someone to strengthen the team by taking on the role of product owner/business analyst.
Your tasks will include:
Product Owner:
- Know the applications from A to Z at both business and functional levels
- Serve as the point of contact for users
- Gather and analyze business and functional needs for the applications you are responsible for
- Collaborate with the Product Owner on the supplier side
- Provide regular reporting to the Program Manager
Business Analyst:
- Participate in business and functional analyses of new modules
- Model ASIS and TOBE processes (BPMN)
- Gather and analyze business and functional requirements
- Coordinate impact analyses (legal, security, etc.)
- Collaborate with suppliers (internal and external) responsible for the technical development of the applications
- Collaborate and communicate with various stakeholders (and be able to adapt communication style depending on the audience)
- Bridge the gap between business and the technical and security teams
Change Management:
- Support end users in using the various tools at their disposal
- Participate in and/or deliver information/training sessions
- Create and maintain up-to-date documentation
- Communicate new features, changes, and issues via the designated communication channels
- Provide second-line support

Regime: Full time (40h/week)
Work location: rue Royale 202A 1000 Brussels
Working conditions: Presence at the office at least 2 times per week depending on tasks and in agreement with the team, telework authorized at home or at the employer’s premises (in Belgium)
Team: multidisciplinary, mix of internal and external collaborators
