The purpose of this request is to obtain the service provisions of a “Program Manager – Expert Microsoft Dynamics 365” consultant. It is initiated to support a transformation of the information system of the Fédération Wallonie-Bruxelles (FWB), moving from historical monolithic installations toward a composable, hybrid, and user-oriented ecosystem.

ETNIC is beginning its adoption of the Microsoft Dynamics ecosystem. Therefore, the complexity of the mission lies in the secure integration of this platform with the existing assets (Hybrid Cloud) and the robustness of the technical foundations.

This is why we are seeking a Program Manager Expert to lead the strategic digital transformation program within a public administration and orchestrate the deployment of Microsoft Dynamics 365 in a complex hybrid environment.

The consultant’s tasks will notably include:

Scoping & Governance

• Translate the cross-functional vision into concrete and measurable results.
• Establish sustainable foundations and governance necessary for long-term transformation.
• Manage the alignment and engagement of senior executives and sponsors, ensuring that the program’s vision is understood and supported at the highest level of the administration.
• Understand the functional and technical scope in liaison with IT and Business stakeholders.
• Identify key resources for the execution of the program.

Planning & Budget

• Establish the strategic roadmap of the Program, including structuring phases and a realistic schedule.
• Build the detailed budget including the Dynamics 365 licensing model (cost optimization), implementation, and integration costs with the existing application portfolio.
• Contribute to the specifications for selecting the integrator.

Steering

• Manage strategic alignment, dependencies between the various deliverables, budget allocation, and overall program risks.
• Ensure maturity development in order to strengthen the autonomy of internal teams.
• Collaborate with the Change Manager to help develop the IT change management strategy for the program.
• Maintain positive and constant communication with all stakeholders, both IT and business.

Specific Expected Results

The specific expected results for this mission include, but are not limited to:

• Program Scoping Document.
• Validated governance structure.
• Strategic Report and Microsoft Dynamics 365 Licensing Optimization Model.
• Detailed strategic roadmap for the program (phases, schedule).
• Risk matrix and mitigation plan.
• Handover plan and recommendations for the execution team (Target organization, training plan and transfer of the program to internal teams).
