Project Description
The Chief Technology Officer (CTO) is responsible for the overall technological vision and strategic direction of technology within the Federal Police. The CTO oversees all technological initiatives, ensures the alignment of technology resources with organizational objectives, and drives innovation in information and communication technologies. He is also responsible for monitoring digital transformation.
In this context, the CTO has commissioned a mission aimed in particular at analyzing, optimizing, and managing current IT activities. This mission is part of an approach to improve effectiveness, efficiency, budget control, and clarify responsibilities within the IT department.
Function Description
The CTO is looking for a Program Manager CTO Office to initially strengthen the mapping, process, and planning activities of IT-related initiatives.
Main Missions Description
- Map and analyze the current IT landscape: Establish a high-level view of budget consumption, organization (roles and responsibilities), ongoing activities/projects (who does what?), and the basic internal processes that enable the delivery of IT projects (orders, Project, ITSM, request flows, procedures, etc.).
- Optimize expenditures: Propose a model to identify potential savings opportunities.
- Clarify the contractual framework and services: Analyze processes related to IT procurement and IT Services management and identify usable framework agreements.
- Listing and prioritization of main activities: Establish an objective prioritized list of main activities to be carried out, proposing to stop a significant percentage of current activities to focus on what is essential (strategic) and free up bandwidth.
- Support the CTO in preparing strategic files.
- Implement an operating framework for launching program or project initiatives in close collaboration with the implementation of a strategic PMO.
- Actively participate in the implementation of working methodologies concerning technology.
Expected Deliverables:
- Identification of essential activities to focus on in line with strategic elements.
- Identification of levers to free up bandwidth within teams.
- Identification of potential budget savings opportunities.
- Identification of usable framework agreements for future needs.
- A presentation summarizing findings and recommendations.
- Summary report on budget consumption detailing recommendations to optimize expenses. Proposal of a model as well as a report justifying the discontinuation of certain current activities to focus on the essential.
- Inventory of ongoing activities and projects with identified managers to be put into perspective with the strategic elements to be identified.
- Documentation of basic internal processes (orders, projects, ITSM, request flows, procedures, consultant, etc.).
- Analysis of certain IT procurement and IT service management processes.
- List of usable framework agreements with their conditions.
- Preparation of strategic files for the CTO as well as communication materials for strategic meetings.
- Implementation of an operating framework: proposal of a scoping process for launching program or project initiatives related to technology.
- Propose a plan for the implementation of the PMO as well as documentation of processes for setting up a strategic PMO (tools, templates for prioritization and reporting).
Skills
Communication and Relationship Skills
- Communication: You have a strong sense of communication (both verbal and written) and are able to establish and maintain long-term relationships at the management level.
- Client and Internal Relations: You are a reliable point of contact for internal and external clients as well as for IT departments and internal collaborators.
- Leadership and Collaboration: You possess excellent leadership, communication, negotiation, and problem-solving skills. You are results-oriented and have a strong ability to influence and collaborate with multidisciplinary teams.
- Languages: Ideally, you are comfortable expressing yourself in French, Dutch, and English.
Experience and Project Management
- Professional Experience: You have at least 7 years of professional experience as a PMO Manager and/or in an IT management function. You have at least 10 years of professional experience in the management of IT services and digital transformation.
- Strategic Project Management: Management of a strategic PMO including multi-year roadmaps of more than €50M. You have managed at least 3 missions to define a strategic master plan and/or a financial optimization plan.
- Portfolio Management: You have experience in managing a portfolio comprising 50 consultants or more and representing a budget of over €10M.
- Reorganization and Optimization: Proven experience in a reorganization involving the implementation of a new operating model and sourcing optimization. Completion of at least one exercise that resulted in rationalizing annual IT expenses by at least 10%.
Technical and Analytical Skills
- IT Understanding: You are highly familiar with the IT world, both at the application and infrastructure levels, and understand organizational and business aspects.
- Analysis and Optimization: You have demonstrated your ability to optimize processes, improve customer satisfaction, and successfully manage complex strategic projects. Your strong analytical skills enable you to quickly understand very complex processes and distill them to their essence.
- Innovation and Technological Trends: You are passionate about innovation and continuous improvement, and you are constantly on the lookout for new technological trends.
Specific Experience
- Public Sector: You have at least 7 years of experience in the public sector.
- Demand Management: You have implemented processes to manage and prioritize demand (projects, consultancy, etc.).
- Public Procurement and Collaborations: You have at least 2 experiences involving drafting, managing, and awarding public contracts of over €10M. You have established several collaboration agreements with public organizations in a similar digitalization journey.
- Strategic Files: You have proven experience in preparing strategic files for a CxO for the purpose of obtaining budgets, awards, or strategic meetings.
Education
- Degree: You hold a master's degree.
