Program Manager – Transformation & Recovery

The Federal Police is engaged in a large-scale digital and organizational transformation, aimed at modernizing its processes, strengthening operational efficiency, and better meeting the expectations of citizens and field services.

This transformation is driven by the Digital Transformation Office (DTO), a true strategic engine of the organization, under the responsibility of the Digital Transformation Officer. The DTO defines the digital strategy, manages the transformation office, and ensures the alignment of all initiatives with the strategy of the Federal Police and Integrated Police.

Its action is based on three complementary pillars: IT, innovation, and intelligence (Data).

The DTO operates within a global transformation framework structured around five major axes:

  • Framing and structuring initiatives (intake, program management, target operating model, legal aspects)
  • Foundations and standardization, including the modernization of IT infrastructures, security, data integration, and stabilization of the fundamentals ("Fix the basics")
  • Transformation of business domains, both administrative and operational, and citizen-oriented
  • Innovation, with the integration of emerging technologies, notably Artificial Intelligence
  • Cross-functional governance, ensuring coordination between steering bodies and operational units, as well as change management support

You will join the DTO team within the Demand & Portfolio Management unit, in close collaboration with the Chief Technology Officer (CTO).

The CTO is responsible for the overall technological vision and steering the digital transformation.

Within this context, the CTO has launched a mission aimed not only at analyzing, optimizing, and structuring IT activities, but also at regaining control over complex programs currently off-track or insufficiently structured, with the objectives of improving effectiveness, efficiency, budget control, and clarifying responsibilities.

To support this approach, the CTO is seeking a Program Manager, whose main mission will be to:

structure, secure, and turn around critical IT programs,
implement robust management based on analysis, prioritization, and risk management,
restore clear governance in a potentially chaotic or fragmented context.

Mission

The Program Manager's purpose is to bring strategic programs back under control, secure their delivery, and restore effective governance, ensuring the achievement of objectives while respecting budgetary, organizational, and regulatory constraints.

1. Strategic management & structuring

  • Define, consolidate, and manage the overall roadmap of programs in alignment with strategic priorities
  • Structure initiatives, clarify scopes, responsibilities, and dependencies
  • Establish a clear and effective governance framework (committees, reporting, KPIs)

2. Analysis & diagnosis

  • Conduct in-depth analyses of existing programs (maturity, organization, risks, performance)
  • Identify dysfunctions, inconsistencies, and bottlenecks
  • Propose pragmatic and prioritized remediation plans
  • Provide an integrated view of the challenges (business, IT, financial, organizational)

3. Crisis management & program recovery

  • Intervene in struggling programs (planning, budget, quality, governance)
  • Prioritize critical actions and secure essential deliverables
  • Restore a controlled and realistic trajectory
  • Realign stakeholders around common and achievable objectives

4. Multidimensional coordination

  • Ensure synchronization between technical, business, organizational, and contractual dimensions
  • Coordinate internal teams (IT, business, PMO, architecture, security) and external partners
  • Manage complex interdependencies between projects and systems

5. Contractual & supplier management

  • Oversee relationships with suppliers and integrators within the framework of public procurement
  • Monitor contractual commitments (quality, deadlines, deliverables, penalties)
  • Contribute to arbitrations and decisions related to service providers

6. Risk management & financial steering

  • Identify, assess, and anticipate operational, technical, and organizational risks
  • Steer the budget trajectory of programs and ensure resource optimization
  • Contribute to securing funding (including European subsidies where applicable)

7. Governance & decision support

  • Prepare decision-making materials for governance bodies (Committees, Steering Committees)
  • Provide a clear, objective, and consolidated view of the state of the programs
  • Facilitate strategic arbitrations

8. Continuous improvement & structuring

  • Deploy appropriate program management methodologies (Agile, hybrid, governance frameworks)
  • Industrialize management practices and strengthen organizational maturity
  • Contribute to the sustainable transformation of operating models

In practice

  • Start date: 04/05/2026 (asap)
  • Duration: until end of 2026 (renewable next year)
  • Regime: Full time (40h/week)
  • Workplace: rue Royale 202A 1000 Brussels
  • Working conditions: Presence at the office at least twice a week depending on tasks and in agreement with the team, remote work allowed (in Belgium)
  • Team: multidisciplinary, mix of internal and external collaborators
