The Federal Police is engaged in a large-scale digital and organizational transformation, aiming to modernize its processes, strengthen operational efficiency, and better meet the expectations of citizens and field services.
This transformation is led by the Digital Transformation Office (DTO), the true strategic engine of the organization, under the responsibility of the Digital Transformation Officer. The DTO defines the digital strategy, manages the transformation office, and ensures the alignment of all initiatives with the strategy of the Federal Police and the Integrated Police.
Its actions are based on three complementary pillars: IT, innovation, and intelligence (Data).
The DTO operates within a global transformation framework structured around five major axes:
- Framing and structuring of initiatives (intake, program management, target operating model, legal aspects),
- Foundations and standardization, including modernization of IT infrastructures, security, data integration, and stabilization of the fundamentals ("Fix the basics"),
- Transformation of business domains, both administrative and operational, and citizen-focused,
- Innovation, with the integration of emerging technologies, notably Artificial Intelligence,
- Cross-functional governance, ensuring coordination between steering bodies and operational units, as well as support for change management.
You will join the DTO team within the Demand & Portfolio Management unit, working closely with the Chief Technology Officer (CTO).
The CTO is responsible for the overall technological vision and steering the digital transformation. In this context, he has launched a mission to analyze, optimize, and structure IT activities, with the objectives of improving effectiveness, efficiency, budget control, and clarifying responsibilities.
To support this approach, the CTO is looking for a Program Manager – CTO Office, whose main mission will first be to strengthen activities related to mapping, process modeling, and planning of IT initiatives.
Project
Project 1 is part of the Federal Police. The main objective is to better inform the field and ensure effective pooling of police forces if necessary. Project 1 aims to provide field teams with reinforcement tools (Supra Local level) and critical information related to road safety, particularly through the integration of ANPR cameras. The project includes the automatic integration of events into a national database and the deployment of specific modules such as “Mobilisatie”.
Project 2 aims to establish a single and intelligent entry point for 100% of the information flows of a police zone (calls, emails, physical reception, social networks). The system uses Artificial Intelligence to transcribe, analyze, classify, and dynamically dispatch information to the appropriate services, while ensuring full interoperability with the Integrated System for the Local Police (ISLP) ecosystem to eliminate double encoding.
Mission
Project 1
- National deployment management: Supervise the risk analysis and delivery of the ANPR@GPI and Mobilisatie modules planned for 2026.
- IT integration management: Coordinate the technical finalization of the integration between the Focus and Bepad systems.
- Resource optimization: Address the understaffing of the DRI team (shortage of 2 FTE) and harmonize product evolution between IT PolFed and PZA.
- Change management support: Increase the adoption rate (currently at 50%) by overcoming resistance from police zones in the south of the country.
Project 2
- Information lifecycle management: Implement a 7-step flow, from omnichannel ingestion (including speech-to-text) to secure archiving in ISLP.
- Implementation of the Assistant for Operational Reporting (ARO): Supervise the development of AI functionalities for entity extraction, automatic summarization, and pre-filling of ISLP files.
- Sprint Planning management (14 weeks): Coordinate the 8 sprints (S0 to S7), from configuring the private Cloud architecture to the final deployment to pilot users.
- Compliance and security assurance: Manage files intended for the Supervisory Body (COC) and DRI, while ensuring compliance with GDPR and the “Human-in-the-Loop” principle.
- Business performance measurement: Monitor success criteria, notably an AI satisfaction rate and the reduction of processing time to less than 10 minutes per case.

- Working conditions: Presence at the office at least 2 times per week depending on tasks and in agreement with the team, telework allowed at home or at the employer’s premises (in Belgium)
