SSO – Sales Solutions – Senior Project Manager Digital Payments (Acquiring, PSP & PCI-DSS)

MISSION DESCRIPTION

You will work within the Sales Solutions department and report to the Manager Drive Sales Solutions. The main mission of the department is to guarantee STIB’s commercial revenues by providing reliable IT sales solutions. We develop, operate, and maintain all IT sales solutions that allow customers to acquire, use, and manage their transport tickets in the most efficient way possible, in close collaboration with our business partners and other public transport operators in Belgium. We propose and develop a strategic vision for the digital evolution of ticketing.

You will join the Drive team, consisting of 25 specialists, which works in an ‘agile’ manner.

Your role:

STIB is continuing the modernization of its payment ecosystem to support the evolution of its sales channels, the development of EMV payment, future Account Based Ticketing (ABT) services, as well as the digitalization of the customer experience.

In this context, the current acquiring contract is expiring and requires the definition and implementation of a new strategy covering acquiring services, PSP (Payment Service Provider), and all associated services.

As part of the renewal and modernization of our payment ecosystem, we are looking for an experienced Senior Project Manager to lead two complementary strategic initiatives:

• The project to renew Acquiring and PSP (Payment Service Provider) services, from needs definition and market preparation to implementation and transition to the future system;
• The PCI-DSS certification project for the existing payment ecosystem, with the objective of managing compliance and establishing an approach that will ensure the sustainability of future annual certifications.

You will be responsible for the overall management of these two initiatives, from the scoping and needs analysis phases to their implementation. For the renewal of Acquiring and PSP services, you will notably lead the preparation of the specifications, the procurement process, the technical deployment, and the operational implementation of the future system.

The scope of the mission notably includes:

• Analysis of the current payment system and existing contracts;
• Needs analysis: gathering, consolidating, and challenging business, technical, financial, and regulatory requirements with the various stakeholders;
• Definition of the target Acquiring and PSP strategy;
• Preparation of decision files and associated public procurement documentation;
• Coordination with the Purchasing, Finance, Legal, Security, Architecture teams, and stakeholders involved in the STIB payment processes;
• Management of the impact analysis on the STIB’s sales and payment systems;
• Management of the definition of the target architecture for payment flows;
• Coordination of the transition activities between the existing payment services and the future Acquiring and PSP system;
• Management of risks, dependencies, budgets, and schedules;
• Preparation and follow-up of transition, integration, testing, and production phases;
• Governance: leading project committees and steering committees, and providing regular reporting to Management;
• Project management of the PCI-DSS certification initiative within the relevant payment scope, including coordination of different internal and external stakeholders, follow-up on compliance actions, risks, and dependencies;
• Implementation of a structured and sustainable approach to efficiently prepare and manage future annual PCI-DSS certifications, as well as incorporating these requirements into the evolution of the payment ecosystem.

Experience & Key Competencies

This mission requires proven experience in managing complex projects, electronic payment services, public procurement, supplier management, and environments subject to significant regulatory and security constraints.

Experience:

• Minimum 7 to 10 years of experience in managing complex projects, including at least 3 years in the payments field (PSP, Acquiring, Electronic Payments).
• Experience in managing PCI-DSS compliance projects or comparable initiatives in the payments field, including coordination of multiple stakeholders and follow-up on remediation plans.

Business Expertise:

Excellent understanding of the payment ecosystem (acquiring, payment schemes, PSP, financial reconciliation, PCI-DSS).

Procurement / RFP:

Proven experience in drafting specifications and managing large-scale tenders.
