The ANPR program is housed within the Directorate of Police Information and ICT (DRI) of the Federal Police. The directorate is responsible for preparing policy and rules for information management and processing, developing the police information concept, establishing technical norms and standards, and implementing information and communication systems.
Automatic Number Plate Recognition (ANPR) uses intelligent cameras that recognize number plates. The system then compares these scanned number plates with already available data (stolen or reported vehicles, whether or not they are allowed to drive in certain areas, etc.).
Within the ANPR ecosystem of the Federal Police, several themes have been identified to maximize operational effectiveness; the Traffic pillar is crucial here for road safety.
Mission
As project manager within the ANPR team, you will mainly be responsible within the Traffic workstream for the scoping, planning, execution, and budgetary follow-up of the GDM project (Gatso Device Manager or Speedmanager). You will also contribute to the development of a clear vision for the management of speed cameras / mobile radars within the sensor ecosystem and create buy-in among both internal and external partners.
You ensure a good project structure within which you work closely with business analysts and approach the gathered information critically and constructively to map out all elements and define an action plan to evolve from AS IS to TO BE.
You coordinate the various actions towards the different stakeholders and facilitate communication, also from a change management perspective, and draw up the necessary communication plans for this.
You do everything possible to respect the set timings and budgets so that the GDM project can be realized on time.
Where necessary, you adjust the planning, and you can communicate this clearly and transparently and provide the necessary reporting.
After implementation, you remain available for the hypercare phase.
You integrate with the way of working of the project team and contribute to the setup of procedures and documentation to enable cooperation with the “run” organization within the Federal Police. Where necessary, links are made with other projects and initiatives within Traffic; you can quickly switch between different topics and adapt to changing priorities.
Tasks and responsibilities
Main tasks:
- Drawing up and managing project scope, planning, milestones, and deliverables based on validated parameters.
- Identifying tasks, dependencies, and risks; developing and following up on mitigation measures.
- Directing business analyst(s) on joint topics.
- Reporting project progress to stakeholders: status, issues, bottlenecks, risks, and proposed alternatives/mitigations; recording decisions and actions (“decision log”).
- Contributing to the implementation of transversal processes and documentation to ensure seamless cooperation with the run organization.
- Guiding the setup of a monitoring tool.
- Setting up and maintaining quality management plans to ensure project results meet required standards.
- Implementing and using project management and documentation tools (e.g. JIRA, Confluence) for follow-up and knowledge sharing.
- Stakeholder management and relationship building with internal police stakeholders and external partners to ensure the success of the project.
Secondary tasks:
- Supporting the management of the project management organization within the ANPR team: co-guiding the demand management process, setting up strategic reporting, determining best practices and internal processes, handover to the RUN team.
- Supporting change management and training programs for users where necessary.
Education, experience, and competencies
- At least 10 years of hands-on experience guiding IT-technical projects
- Experience with systems and programs for project follow-up and knowledge management (JIRA, Confluence)
- Strong analytical and problem-solving skills.
- Native speaker of French or Dutch, with a strong passive knowledge of the other language.

Work style: Proactive, results-oriented, and structured. You take initiative, are a self-starter with a critical eye, and work in a planned manner. You set clear goals (KPIs) and support your proposals and decisions with facts and data.
Communication: Excellent communication skills, written and spoken. The ability to manage and align various stakeholders on content. You can actively listen, ask the right questions, and clearly formulate complex ideas, both in writing and verbally.
Integrity: Discretion and reliability are essential, given your access to sensitive police information.
