The ANPR program is managed by the Directorate of Police Information and ICT (DRI) of the Federal Police. The directorate is responsible for preparing policies and rules for information management and processing, developing the police information concept, setting technical norms and standards, and implementing information and communication systems.

Automatic Number Plate Recognition (ANPR) uses intelligent cameras that recognize license plates. The system then compares these scanned license plates with the data already available (stolen or reported vehicles, whether or not they are allowed to drive in certain areas, etc.).

Within the ANPR ecosystem of the Federal Police, various themes have been identified to maximize operational effectiveness; the pillar Traffic is crucial for road safety.

Mission

As project manager within the ANPR team, you will mainly be responsible within the Traffic workstream for the scoping, planning, execution, and budgetary follow-up of the GDM project (Gatso Device Manager or Speedmanager). You will also contribute to developing a clear vision for the management of speed cameras / mobile radars within the sensor ecosystem and create support among both internal and external partners.

You ensure a solid project structure within which you work closely with business analysts, and you approach the gathered information critically and constructively to map out all elements and define an action plan to evolve from AS IS to TO BE.

You coordinate the various actions towards the different stakeholders and facilitate communication, also from a change management perspective, and draw up the necessary communication plans for this.

You do everything possible to respect the set timelines and budgets so that the GDM project can be completed on time.

Where necessary, you adjust the planning, and you can communicate this clearly and transparently and provide the necessary reporting.

After implementation, you remain available for the hypercare phase.

You integrate into the working methods of the project team and contribute to setting up procedures and documentation to enable collaboration with the “run” organization within the Federal Police. Where necessary, links are made with other projects and initiatives within Traffic; you can quickly switch between different topics and according to changing priorities.

Tasks and responsibilities

Main tasks:

  • Drawing up and managing project scope, planning, milestones, and deliverables based on validated parameters.
  • Identifying tasks, dependencies, and risks; developing and following up on mitigation measures.
  • Managing business analyst(s) on joint subjects.
  • Reporting project progress to stakeholders: status, issues, bottlenecks, risks, and proposed alternatives/mitigations; recording decisions and actions (“decision log”).
  • Contributing to the implementation of transversal processes and documentation to ensure seamless collaboration with the run organization.
  • Guiding the setup of a monitoring tool.
  • Setting up and maintaining quality management plans so that project results meet the required standards.
  • Implementing and using project management and documentation tools (including JIRA, Confluence) for follow-up and knowledge sharing.
  • Stakeholder management and relationship building with internal police stakeholders and external partners to ensure project success.

Secondary tasks:

  • Supporting the management of the project management organization within the ANPR team: assisting in guiding the demand management process, setting up strategic reporting, determining best practices and internal processes, handover to the RUN team.
  • Supporting change management and training programs for users where necessary.

Education, experience, and competencies

  • At least five years of hands-on experience in managing IT-technical projects
  • Experience with systems and programs for project tracking and knowledge management (JIRA, Confluence)
  • Strong analytical and problem-solving skills.
  • French or Dutch as a native language, with a strong passive knowledge of the other language.
