Work Environment
The Federal Judicial Police is a specialized police force, mainly responsible for combating organized crime in all its forms. It is one of the three general directorates of the federal police and focuses on investigation files related to areas such as cybercrime, terrorism, organized crime, drug trafficking, and many others. It provides support and expertise to the entire integrated police force, as well as to its national and international partners.
Within this directorate are the operational resources assigned to judicial police operations, the fight against serious and organized crime, special units, as well as technical and scientific police operations.
Job Description
Your main role will be to lead technical teams, coordinate stakeholders, and manage projects according to the agile Scrum methodology, which includes planning, priority management, leading Scrum ceremonies, and reporting.
Depending on your profile, you will also serve as a technical reference for the teams. This role combines managerial and technical responsibilities. You will be assisted by the steering committee for key decisions, whether technical or managerial.
Initially (4 to 6 months), you will mainly oversee the maintenance and migration of features from a "Legacy" application, a Windows thick client, used for case management and drafting official reports.
In parallel, you will provide support during the start-up phase of a new project aimed at developing a modern and innovative web solution to meet a new need. This will be a Case Management System platform intended to cover a critical operational need related to international police cooperation.
This new solution will be based on the most modern web application technologies, with a technology stack relying on a microservices architecture, micro frontends, containerization, and will be highly available and scalable.
Once the Legacy migration is complete, you will be mainly assigned to this project. However, you will continue to oversee the maintenance and support of the "Legacy" application until its complete replacement. For this maintenance phase, the resources assigned to the Legacy project and the tasks to be performed will be significantly reduced in favor of the new project.
For each project, you will define deadlines and organize priorities to achieve the objectives. You will carry out your missions under the supervision of the Program Manager, who is also in charge of these two projects.
Main Tasks
During the first phase of your assignment, you will supervise the maintenance of a Legacy application (Windows thick client):
- You will familiarize yourself with the existing system and propose technical suggestions to stabilize certain parts of the Legacy application.
- You will ensure that the "Legacy" application remains compatible with future versions of Windows and that it behaves stably during execution.
In parallel with maintenance, you will gradually oversee the implementation of the new web-based, responsive solution:
- You will supervise backend and frontend development, as well as the implementation of unit and integration tests.
- You will ensure that the source code is properly versioned and that the technical documentation is written by the teams.
- You will oversee the DevOps aspect and the implementation of deployment pipelines for applications, services, and infrastructure (IaC).
You will manage projects following agile methods, adjust priorities to meet deadlines, and regularly provide project status updates according to the timelines defined by the steering committee.
Desired Profile
You hold at least a bachelor's degree in computer science (ideally a master's), have several years of experience in software development, including technical roles, have experience in a similar position, and master the technologies listed in the offer.
You demonstrate leadership, are able to bring together different stakeholders (technical, management, and clients), and quickly build a network. You show empathy but can also be firm when necessary.
You can adapt your management style to people, their character, and sometimes heterogeneous profiles. You are also able to assess the skills and capabilities of your team members to assign the right task to the right person.
You can manage priorities to achieve objectives within the allotted time and adapt them when necessary in case of unforeseen events or unknown difficulties during initial estimates.
You can manage a project using agile methods, particularly Scrum. Conducting Sprint Planning, Daily Stand Up, Review, and Retro is part of your daily routine.
You have good knowledge of .NET (C#), applied to the implementation of microservices. You are comfortable with REST or gRPC API concepts, and with an “event-driven” approach. You have knowledge of developing web applications of the SPA type using a Micro-Frontend architecture.
You master authentication mechanisms via OpenID Connect and O365, both for backend services and for frontend applications.
You have proven experience in CI/CD and implementing deployment pipelines with GitLab. You master GIT and are familiar with concepts such as branches, pull requests, and code reviews.
Experience in IaC (Infrastructure as Code) is a significant asset.
Knowledge of cryptography is also a plus.
You are fluent in English, as well as one of the two national languages. Active knowledge of one national language and passive (at least) knowledge of the other is a real asset.
Knowledge of the police environment, and more specifically of the Federal Judicial Police, is an important asset.

Hard Skills
- Project Management: Mastery of agile methodologies, particularly Scrum, for managing complex projects.
- Digital Transformation: Experience in application modernization and migration from a thick client to a modern web application with user transition support.
- Security: Expertise in cybersecurity and implementation of secure solutions from the design phase (security by design).
- Software Modeling: Good skills in UML and BPMN modeling.
- Monitoring: Experience with monitoring tools such as Grafana or Prometheus.
- Architecture: Microservice Architecture, Microfrontend (Angular), and Event Driven.
- Development: .NET (C#), Angular, HTML and CSS, Delphi (plus).
- Testing: Unit and integration tests.
- Database: Relational databases (PostgreSQL).
- DevOps: GitLab, CI/CD, Kubernetes, IaC.
- Authentication: OpenID, O365.
