The Federal Police is engaged in a large-scale digital and organizational transformation, aiming to modernize its processes, strengthen operational efficiency, and better meet the expectations of citizens and field services.

This transformation is led by the Digital Transformation Office (DTO), the true strategic driving force of the organization, under the responsibility of the Digital Transformation Officer. The DTO defines the digital strategy, leads the transformation office, and ensures the alignment of all initiatives with the strategy of the Federal Police and the Integrated Police.

Its action is based on three complementary pillars: IT, innovation, and intelligence (Data). The DTO operates within a global transformation framework structured around five major areas:

  • Framing and structuring of initiatives (intake, program management, target operating model, legal aspects)
  • Foundations and standardization, including modernization of IT infrastructure, security, data integration, and stabilization of fundamentals (“Fix the basics”)
  • Transformation of business domains, both administrative and operational, and citizen-focused
  • Innovation, with the integration of emerging technologies, including Artificial Intelligence
  • Cross-functional governance, ensuring coordination between steering bodies and operational units, as well as change management support

You will join the DTO team within the division to work in close collaboration with the Chief Technology Officer (CTO).

The CTO is responsible for the overall technology vision and the steering of digital transformation. In this context, he has launched a mission to analyze, optimize, and structure infrastructure activities.

To support this approach, the CTO is looking for a Project / Program Manager Infrastructure to work closely with the Infrastructure department of the System Division (DIST) and directly with the CTO. Your main mission will be to map all Infrastructure and systems initiatives (projects, programs, infrastructure activities, and operations), to understand existing processes, and to structure the initiatives in order to manage high-impact projects.

Main objective: Provide the CTO and management with clear visibility on the progress of initiatives, risks, and optimization opportunities, in order to efficiently manage activities and develop the organization.

Mission

1. Mapping and Management of Initiatives

  • Map and analyze all infrastructure initiatives (projects, programs, operations)
  • Manage the roadmap of priority initiatives and ensure their alignment with the digital strategy

2. Transparency and Executive Reporting

  • Implement a mapping of activities, KPIs, and dashboards to provide clear visibility to the CTO, DTO, and DIST on progress, risks, and opportunities
  • Produce summary reports and strategic recommendations to support decision-making

3. Analysis & Structuring of Processes

  • Understand, map, and analyze current processes of the infrastructure department (run & build), identify inefficiencies, and propose concrete improvements

4. Coordination and Governance

  • Ensure cross-functional coordination between Infrastructure, Security, Data teams, and stakeholders to streamline dependencies and avoid blocking points
  • Maintain the link with the PMO team and associated governance
  • Ensure the alignment of initiatives with DTO priorities (stabilization of fundamentals, governance)
  • Planning of initiatives: structure and prioritize the infrastructure projects portfolio

5. Risk Management and Continuous Improvement

  • Identify organizational, operational, and technological risks, propose mitigation plans and prioritize high-impact actions
  • Contribute to the standardization of processes (ITIL, DevOps) and the optimization of operations
  • Manage operational or technical crisis situations by proposing emergency plans and coordinating teams for rapid resolution

6. Strategic Interface CTO/DTO

  • Translate the CTO’s vision into concrete action plans for the infrastructure teams
  • Report field realities and operational needs to adjust the strategy

Main deliverables:

  • Mapping of initiatives and roadmap aligned with DTO axes
  • Executive dashboard for monitoring KPIs and risks
  • Progress reports and strategic action plans

Required soft skills:

  • Leadership: Ability to unite multidisciplinary teams and manage crisis situations
  • Communication: Ability to explain technical concepts to non-technical decision-makers (C-level)
  • Analytical mindset: Ability to synthesize complex information and propose pragmatic solutions
  • Adaptability: Flexibility to operate in a constantly changing environment

Work location: rue Royale 202A 1000 Brussels
Working conditions: Presence at the office at least 2 times per week depending on tasks and in agreement with the team, telework allowed (in Belgium)
