IT Operating Model – IT Governance – Structuring of the IT budget (run / change / projects)

Context

The mission is part of the DigiNova program, whose objective is to define an IT Operating Model adapted for the DG Simplification & Digitalisation (DG SD) and to strengthen IT governance as well as the structuring of the IT budget (run / change / projects).

Mission objective

The Project Manager IT Transformation supports the internal management of the DigiNova program (Sponsor, Co-sponsor, internal project manager, PMO, Domain Managers). He/she structures analyses, proposes options, and prepares the necessary supporting materials for decision-making, in close collaboration with the relevant teams.

Description of expected services / responsibilities

Specifically, the mission includes:

  • Structuring and follow-up of the IT Transformation trajectory
  • Contribute, in consultation with the internal project manager and the PMO, to the structuring and follow-up of the project plan and roadmap of the IT Transformation of DG SD.
  • Analysis of the “as-is” IT functioning and recommendations
  • Analyze the functioning of IT teams (support, development/projects, platforms, architecture, security, etc.) and formulate recommendations with a view to an IT Operating Model adapted to the context.
  • Proposal for IT governance and IT budget structuring
  • Develop a proposal for the IT governance structure (bodies, roles, information flows) and for the structuring of the IT budget (run / change / projects), ensuring clear delineation of responsibilities between teams.
  • Preparation of materials for internal bodies
  • Prepare the necessary materials for internal decision-making (notes, diagrams, options, impact analyses) intended for steering committees and other governance bodies.
  • Support for cross-functional coordination
  • Support the coordination of workstreams and cross-functional working groups, in support of management, particularly for the execution of decisions taken.
  • Quick wins and rationalization
  • Identify, document, and propose quick wins for the IT organization, clarification of roles, and rationalization of tools, for validation by internal bodies.
  • Co-creation with internal experts
  • Work closely with internal ICT experts (architects, platform managers, support & development teams) to translate operational reality into target proposals (organization and governance).

Desired profile – (minimum) requirements

  • Minimum 15 years of experience in IT, ideally in a complex public organization.
  • Solid experience in managing strategic IT projects and IT transformation programs at the organizational level (“helicopter view”).
  • Demonstrated experience in analyzing and structuring IT organizations (support, development, platforms, infrastructure, security, etc.) towards a coherent IT Operating Model and its associated governance.
  • Experience in structuring/categorizing IT activities and budgets (maintenance/run, evolutions/projects, transformation/change) and clarifying boundaries between teams.
  • Experience in transversal stakeholder management (CIO, Domain Managers, architects, support/dev teams, management, etc.).
  • Experience in Target Operating Models (TOM) in an ICT environment.
  • Experience in IT audits and process improvement based on frameworks such as ITIL.
  • Experience in setting up maturity trackers and tailored improvement paths.
  • Excellent advisory/communication skills: able to translate complex IT topics into clear decision options for non-technical stakeholders.
  • Knowledge, ideally certifications: Prince2, Agile/Lean, Prosci ADKAR Change Practitioner, ITIL.
  • Soft skills: analytical, diplomatic, results-oriented; ability for co-creation and sustainable knowledge transfer.
  • Experience in the Belgian public sector: required; experience with transformation in a federal context: asset.
  • You will work in an environment using French, Dutch, and English.
  • You will collaborate with an IT Transformation Expert/Coach, present one day per week. Having already successfully collaborated with a candidate for this position (open simultaneously) is an asset.
