Work Environment

The Special Units Directorate of the Federal Police (DSU) is a highly specialized support unit that offers and/or implements specialized tactical and technical support for the benefit of the local and federal police. This unit focuses on major organized crime and the activities of terrorist and extremist groups. DSU is a police service that can be deployed throughout the Belgian territory and abroad if necessary. The DSU consists of services located in Brussels and decentralized services.

Within the Special Units Directorate, there has always been an emphasis on integrating technology and making it easily accessible to the different members of the unit in the context of their missions. Due to the highly specialized nature of the unit's missions, it has chosen to implement its own software solutions. Over time, some foreign partners have shown interest in the DSU’s solutions. This has ultimately led to the intention of setting up a software ecosystem that enables operational communication at the European level.

Your main role will be to lead technical teams, coordinate stakeholders, and manage projects according to the agile Scrum methodology, including planning, priority management, leading Scrum ceremonies, and reporting. You will be the technical reference for the teams and will be responsible for supervision related to architecture, infrastructure, and DevOps. This role therefore combines managerial as well as technical responsibilities. You will be assisted by the steering committee for key decisions, whether technical or managerial.

Initially (4 to 6 months), you will oversee the deployment of the DSU’s NEOS4EU solution to our European partners while bringing the NEOS4EU solution to a level suitable for deployment within the DSU. In a second phase (2026), you will coordinate the expected evolutions of NEOS4EU and the deployment to other Belgian and European partners.

You will define timelines and organize priorities to achieve the objectives.

Main Tasks

You will be expected to:

  • Familiarize yourself with the existing situation and propose technical suggestions to further develop the NEOS4EU solution.
  • Oversee the migration of existing functionalities to the new NEOS4EU environment, ensuring compatibility with the same technological base.
  • Supervise the deployment of NEOS4EU.
  • Perform an in-depth functional analysis to translate business needs into clear, coherent, and actionable specifications for technical teams.
  • Design wireframes and functional, aesthetic prototypes that will serve as a structural reference for technical implementation by development teams.
  • Lead collaborative workshops with users to explore their expectations, identify pain points, and co-create solutions centered on their real-world use.
  • Oversee backend and frontend development, as well as the implementation of unit and integration tests.
  • Validate each implementation through rigorous functional testing to ensure compliance with specifications and the quality of the user experience.
  • Supervise the DevOps aspect and the implementation of deployment pipelines for applications, services, and infrastructure (IaC).

You will manage projects using agile methodologies, adjusting priorities to meet deadlines while regularly providing project progress updates according to the timelines defined by the steering committee.

Profile Sought

You hold at least a bachelor’s degree in IT or a Master’s, and can demonstrate several years of experience in managing IT teams, including in solution design roles, and have experience in a similar position.

You demonstrate leadership, are capable of uniting different stakeholders (technical, management, and clients), and can quickly build a network. You show empathy but can also be firm when necessary.

You can adapt your management style based on people, their character, and their sometimes heterogeneous profiles. You are also capable of assessing the skills and capacities of your team members to assign the right task to the right person.

You can manage priorities to achieve objectives within set deadlines and adapt them when necessary in case of unforeseen circumstances or difficulties not identified in the initial estimations.

You can manage a project using agile methodologies, particularly Scrum. Conducting Sprint Planning, Daily Stand Ups, Reviews, and Retrospectives is part of your daily routine.

You have mastery of XD, Figma, Illustrator, Jira, and the 365 tools.

You are fluent in French, Dutch, and English, both written and spoken. Active knowledge of all three languages is essential for your daily interactions. Excellent proficiency in these languages is a key asset for this position.

Knowledge of the Police environment, and more specifically of the DSU, is an important asset.

  • Project Management: mastery of agile methodologies, especially Scrum, for managing complex projects. Mastery of Jira and Gitlab tools.
  • Digital Transformation: experience in application modernization and transition from a desktop client to a modern web application with user transition support.
  • Design: mastery of Figma, XD, Illustrator.
