Work Environment
The Federal Judicial Police is a specialized police force, primarily responsible for combating organized crime in all its forms. It is one of the three general directorates of the federal police and focuses on investigative cases related to areas such as cybercrime, terrorism, major crime, drug trafficking, and many others. It provides support and expertise to the entire integrated police force, as well as to its national and international partners.
Within this directorate are the operational resources assigned to judicial police operations, the fight against serious and organized crime, special units, as well as technical and scientific police operations.
Job Description
Your main role will be to supervise technical teams, coordinate stakeholders, and manage projects according to the agile Scrum methodology. This includes planning, priority management, facilitation of Scrum ceremonies, and reporting. You will be the technical reference for the teams and will take charge of architecture, infrastructure, and DevOps aspects. This role therefore combines both managerial and technical responsibilities. You will be supported by the steering committee for key decisions, whether technical or managerial.
Initially (4 to 6 months), you will supervise the maintenance and migration of functionalities of the “Legacy” application, a thick client solution, running on Windows, used for case management and drafting official reports. In parallel, a new project will be launched to develop a modern and innovative web solution meeting this operational need. The first step of this project is to carry out a technical and functional analysis to enable the implementation of the new solution as soon as the first maintenance phase is completed. During this analysis, you will be the technical reference.
In the second phase, you will be responsible for managing the new project. This new solution will be based on the most modern web application technologies, with a technology stack built on a microservices, micro frontends, containerized, highly available, and scalable architecture. Meanwhile, you will also oversee the continued maintenance and support of the “Legacy” application until it is fully replaced.
For each phase, you will define timelines and organize priorities to achieve the objectives.
Main Tasks
During the first phase of your assignment, you will be required to oversee the maintenance of a Legacy application (thick Windows client):
• You will become familiar with the existing setup and propose technical suggestions aimed at stabilizing certain components of the Legacy application.
• You will supervise the migration of functionalities present in another solution to the Legacy application, ensuring compatibility with the same technology stack.
• You will supervise the integration of migrated functionalities with other modules of the application as well as with external systems for which data collection or transmission is necessary.
• You will ensure that the “Legacy” application remains compatible with future versions of Windows and that its behavior is stable during execution.
In parallel with maintenance, you will oversee the analysis of the new solution and actively participate in its technical aspects.
During the second phase of your assignment, you will oversee the implementation of the new solution based on a web and responsive approach:
• You will supervise backend and frontend development, as well as the implementation of unit and integration tests.
• You will ensure that source code is properly versioned and that technical documentation is written by the teams.
• You will oversee the DevOps aspects and the implementation of deployment pipelines for applications, services, and infrastructure (IaC).
You will manage projects using agile methods, adjust priorities to meet set deadlines, and regularly provide project progress updates according to the deadlines defined by the steering committee.
Profile Sought
You hold a bachelor's degree in computer science (at minimum) or a Master's degree (ideally), can demonstrate several years of experience in software development including technical roles, have experience in a similar position, and are proficient with the technologies listed in the job offer.
You demonstrate leadership, are capable of bringing together various stakeholders (technical, management, and clients), and can quickly build a network. You show empathy but can also be firm when necessary.
You can adapt your management style according to individuals, their character, and sometimes heterogeneous profiles. You are also able to assess the skills and capabilities of your team members to assign the right task to the right person.
You are capable of managing priorities to achieve objectives within set deadlines and can adapt them when necessary in case of unforeseen events or difficulties not known during the initial estimates.
You can manage a project using agile methods, particularly Scrum. Sprint Planning, Daily Stand Up, Review, and Retro are part of your routine.
You have solid knowledge of .NET (C#), applied to the implementation of microservices. You are comfortable with REST API or gRPC concepts and an “event driven” approach. You have knowledge of developing SPA web applications using a Micro-Frontend architecture.
You master authentication mechanisms via OpenID Connect and O365, both for backend services and frontend applications.
You have proven experience in CI/CD and implementing deployment pipelines with GitLab. You are proficient in GIT and familiar with the concepts of branches, pull requests, and code reviews.
Experience in IaC (Infrastructure as Code) is a significant asset.
Knowledge of Delphi and Windows application development is a significant asset.
Knowledge in cryptography is also a plus.
You are proficient in English, as well as one of the two national languages. Active knowledge of one national language and passive knowledge (at minimum) of the other is a real asset.
Familiarity with the Police environment, and particularly with the Federal Judicial Police, is an important advantage.

- Project Management: mastery of agile methodologies, notably Scrum, for managing complex projects.
- Digital Transformation: experience in application modernization and migrating from a thick client to a modern web application with user transition support.
- Security: expertise in cybersecurity and implementation of secure solutions from the design phase (security by design).
- Software Modeling: strong skills in UML and BPMN modeling.
- Monitoring: experience with monitoring tools such as Grafana or Prometheus.
- Architecture: Microservice architecture, Microfrontend (Angular), and Event Driven.
- Development: .NET (C#), Angular, HTML and CSS, Delphi (Plus-Value).
- Testing: unit and integration testing.
- Database: relational databases (PostgreSQL).
- DevOps: GitLab, CI/CD, Kubernetes, IaC.
