Information about the Directorate (DRI)

The Directorate of Police Information and ICT (DRI) is responsible for the management of police information and ICT resources.

As such, our directorate is notably in charge of preparing the policy and rules for the management and processing of information, developing the concept of police information, defining technical standards and norms, and implementing information and communication systems.

Information about the Division (DIPO) and the Business Unit (BINEG) within the directorate (DRI)

The Products service (Products division – DIPO) develops and manages police ICT applications and products. In this context, it is responsible for the development and research of applications put into production within the police.

It ensures the management and monitoring of the ‘release management committee’ in which the planning of development, testing, and the actual ‘release’ of information and communication products is followed up.

A second very important focus is the technical analysis of needs, the forecasting management of hardware systems (desktop, laptops, tablets …), and the purchasing of these systems. The service is also responsible for research & development in this area.

The Business Unit BINEG …

The Business Unit ‘Negotiated Space’ (BINEG) is responsible for the coordination of information needs regarding administrative police, that is, information related to the management of events, people, and groups that may pose a risk to public safety. The Central Weapons Register and imprisonments also fall under its responsibility.

Purpose of the position

Analyze the needs of clients and stakeholders and propose solutions to management in order to translate these needs into ICT applications, new guidelines, procedures, and processes, and to ensure account management of the assigned client portfolio.

Participate in the development of the I+Belgium project. This is an application in partnership with the justice department that manages conditional releases, ranging from encoding the person and their conditional release, to follow-up and reporting at the Police level. The follow-up concerns the first visits of the community police officer to the person on conditional release and whether they comply with the conditions of release. In this project, you will be in contact with various police and justice services.

As part of your role, you will participate in the digital transformation of the Integrated Police by implementing various tools and technologies in a secure manner to meet today’s and tomorrow’s challenges.

In this context, cybersecurity plays an important role and a modern, reliable, high-performance, and above all secure environment is essential.

This is why digitization, modernization, and the implementation of modern, mobile, secure, and high-performance systems is a priority.

To this end, you will be incorporated into a multidisciplinary team. Within this team, you will occupy the role of PHP developer.

Your tasks will include the following:

  • You participate in the design, development, and testing of IT applications based on prior functional and technical analyses.
  • You ensure follow-up and quality development of PHP applications in a multi-user, high-availability, high-visibility environment.
  • You keep up with technological developments and provide technical advice in your specific area of expertise while suggesting possible adaptations to projects.
  • You analyze, in collaboration or not with functional analysts, the needs of users.
  • You meet users’ expectations and technical specifications, taking into account feasibility and the rules and standards within the administration.
  • You write technical documentation.
  • You help ensure the maintenance of applications to improve them or adapt them to software and hardware developments.
  • You provide adequate technical support.
  • You provide help/coaching to your colleagues.

Background

  • Bachelor’s or master’s degree in computer science.
  • You have relevant experience in web and mobile application development.
  • You have good knowledge of the following languages: PHP 5.6 & 7, SQL, Javascript.
  • You are familiar with the following environments: AngularJS, Ajax, JQuery, various PHP Frameworks (CodeIgniter), GIT, DEVOPS, Smarty.
  • Knowledge of CSS/CSS3.
  • You have knowledge in the creation and use of REST Web Services.
  • You also have knowledge of Linux.
  • You are passionate about new technologies.
  • You are able to work independently.
  • You are able to manage your time and meet deadlines.
  • You demonstrate a strong team spirit and excellent analytical skills.

Language skills

  • Preferably bilingual (French, Dutch) or, failing that, have sufficient basic knowledge of a second national language to participate without issue in meetings with other specialists and user representatives.
