Resource/Capacity management

1. Context

The IT department of STIB ensures the implementation, operation, and support of the technological solutions essential for the functioning of the company’s business units (Operations, Human Resources, Finance, etc.). It brings together around 400 collaborators, spread across a wide range of expertise: system engineering, software development, business analysis, project management, technical coordination, telecommunications, network infrastructure, datacenters, embedded systems, OT/IoT, among others.

In a context of organizational transformation aimed at strengthening the overall efficiency of the department and improving the visibility of the value delivered to business entities, several structuring initiatives have been launched. Among these, the implementation of a capacity management system constitutes a major focus. This tool should enable the IT department to strengthen planning, improve the predictability of commitments, optimize resource allocation, and support strategic decisions (skills evolution, reorganization, targeted outsourcing, etc.).

2. Mission

The mission consists of designing, structuring, and deploying an operational skills framework covering all roles within the IT department, and establishing the foundations of a capacity management system aligned with the needs of the initiative portfolio. The provider will be responsible for:

  • identifying, defining, and structuring the key roles and functions within the IT department;
  • classifying all internal and external staff according to this framework;
  • defining for each function objective and actionable capacity measures for strategic planning;
  • establishing the correspondence between available skills and the needs identified in major initiatives of the project portfolio;
  • producing a consolidated analysis allowing the identification of tension areas, under-capacity risks, and optimization opportunities.

The mission is planned for a duration of 6 months, with a workload adaptable according to the progress of the work and operational requirements.

3. Desired Profile – Key Qualities and Skills

We are looking for a consultant with solid experience in capacity management or resource management in large-scale IT environments. The following skills and experience are expected:

  • Minimum 5 years of experience in a large IT department (>300 collaborators);
  • Minimum 5 years of experience in an IT governance or steering structure (e.g., CIO Office, strategic PMO);
  • Minimum 5 years of experience within an IT PMO or a team fulfilling a similar role;
  • Proven experience in the design and implementation of capacity or resource management systems;
  • Very good knowledge of key IT functions: business IT, software development, infrastructure, OT, embedded systems / IoT;
  • Proficiency in both national languages (FR/NL) and passive understanding of English;
  • Methodological rigor, analytical skills, and ability to structure complex models;
  • Excellent communication and synthesis skills.

4. Expected Deliverables

The provider must deliver the following:

Structured skills framework

Catalogue of IT roles, detailed descriptions, and associated skills.

Definition of maturity/mastery levels per role.

Operational capacity model

Definition of capacity units and measurement methods.

Calculation model enabling estimation of workloads, availabilities, and requirements.

Mapping of internal and external staff

Complete classification of collaborators according to the framework.

Summary table of available capacities by role, team, and domain.

Skills/project needs alignment analysis

Alignment between available resources and the needs of IT portfolio initiatives.

Identification of deficits, risks, tension areas, and optimization opportunities.

Additional information:

The mission may be extended for a maximum duration (including the initial duration) of: 880 working days.
