Context

Automatic Number Plate Recognition (ANPR) uses smart cameras that recognize license plates. The system then compares these scanned license plates with already available data (stolen or reported vehicles, authorization or prohibition to circulate in certain zones, etc.).

Within the police, ANPR is used in the context of road safety and judicial missions.

The ANPR project is under the responsibility of the Directorate of Information and ICT (DRI) of the Federal Police. This directorate is responsible for preparing policy and rules regarding information management and processing, developing the police information concept, setting technical norms and standards, and implementing information and communication systems.

Role

For its ANPR program, the Federal Police is looking for an IT security specialist whose profile is detailed below.

• Monitoring the proper application of policies.
• Regular technical evaluation of the state of IT systems.
• Effective intervention in crisis situations (organized attacks, network intrusions, virus detection, etc.).
• Providing scenarios to react effectively in these situations.
• Advising on necessary technical solutions to secure connections to external partners, to the intranet, and to the internet.
• Being able to detect security flaws in Windows, Linux, IOS, Android environments.
• Providing technical solutions to counter these vulnerabilities.
• Being able to perform a risk analysis of the different IT systems supported by the DRI for management.

Education and Experience

• Graduated or licensed in IT or electronics.
• At least 5 years of proven experience in a similar function.
• At least 5 years of daily (hands-on) management experience with Palo Alto Firewalls is mandatory. Knowledge of Panorama is a must.
• At least 5 years of experience with VPN and Web proxy solutions is mandatory.
• At least 10 years of proven experience with BIG IP F5 is mandatory.

Specific Knowledge

In-depth knowledge of:

• TCP/IP, http, https, SSL, and SNMP.
• Routers, stateful packet inspection firewalls, and application firewalls, Palo Alto. Knowledge of Panorama is a plus.
• BIG IP F5, APM + ASM (+AWAF) + LTM at minimum Identity provider and SSL VPN + GTM.
• Endpoint protection products.
• VPN solutions (both ‘remote access VPN’ and ‘site-to-site VPN’).
• Virus protection systems.
• Content inspection engines for messaging and web browsing systems.
• Monitoring and log correlation tools, Splunk, Nessus, ELK.
• Microsoft Windows Azure, Server, Enterprise Linux server (preferably RedHat Enterprise Linux) operating systems and Microsoft Windows for workstations (Windows 10, 11, etc.).
• Securing local wireless networks (WiFi, WEP, WPA, WPA2).
• Principles and algorithms of encryption (Public Key, Private Key, RSA, DES, 3DES, AES, etc.).

Practical Information

Duration: until the end of 2025 (possibility of extension)

Work schedule: fulltime, minimum presence of 2 days/week at the office, depending on tasks and agreements with the team; telework allowed at the home address or employer’s address (Belgium)
