SENIOR ARCHITECT AUDIT & TRANSFORMATION

Context and Purpose

Within the Integrated Application Services Center (CS AIR) of SPW Digital, the Senior Architect Audit & Transformation operates as part of the DES program and, more broadly, in the evolution of the tax information system.

The mission aims to provide independent expertise in auditing and transforming the tax application landscape. It seeks to assess the robustness, relevance, and sustainability of existing or future solutions, to control technical debt and architectural risks, and to inform investment and transformation decisions.

The Senior Architect Audit & Transformation defines realistic and controlled roadmaps to sustainably improve the resilience, performance, security, maintainability, operability, and scalability of the information system. They act as a reference for management, architects, program managers, business units, technical teams, and external partners.

Main Activities

  • Conduct technical and architectural audits of existing solutions, solutions under development, or those proposed by providers.

  • Establish objective diagnostics regarding technical debt, critical dependencies, structural limitations, performance, resilience, security, maintainability, and operability.

  • Evaluate the alignment of architectures with business objectives, regulatory constraints, and the architecture principles of SPW Digital.

  • Identify and prioritize architectural risks and their business, technical, budgetary, and operational impacts.

  • Define target architectures, transformation scenarios, and migration or modernization roadmaps.

  • Conduct impact, opportunity, and risk analyses to inform governance bodies’ decision-making.

  • Challenge the choices and estimates proposed by external providers.

  • Lead or contribute to architecture reviews and formalize decisions, conditions, reservations, and action plans.

  • Support teams in implementing recommendations and verify their effective uptake.

  • Measure achieved results and adapt recommendations as findings, constraints, or priorities evolve.

  • Contribute to the analysis of complex technical incidents when their causes may be architectural.

  • Clearly present options, trade-offs, risks, costs, and consequences to facilitate decision-making.

Minimum Expected Experience

  • At least ten years of relevant experience in application architecture, including several years in audit, transformation, or architectural governance roles.

  • At least three significant assignments in architectural audit, technical debt diagnosis, or transformation of complex systems.

  • Demonstrated experience in defining modernization trajectories and presenting them to decision-making bodies.

  • Experience challenging providers, evaluating solutions, and tracking recommendations.

  • Experience in a public, regulated, or comparably complex environment.

Expected Deliverables

  • Audit and architectural diagnostic reports, including findings, evidence, risks, and prioritized recommendations.

  • Mappings of components, flows, dependencies, obsolescence, and risks.

  • Documentation of existing and target architectures.

  • Compared transformation scenarios and decision support files.

  • Modernization roadmaps, migration trajectories, and technical debt reduction plans.

  • Documented architecture decisions, technical opinions, and review minutes.

  • Action plans with priorities, responsibilities, success conditions, and verification criteria.

SOFT SKILLS

  • Ability to distinguish major issues from secondary topics and prioritize actions.

  • Critical thinking, independence of judgment, and ability to formulate well-supported recommendations.

  • Ability to model, diagram, and explain complex systems.

Evaluation Method

Analysis of the application file and responses to specific questions.

Written test based on an audit and transformation case, followed by an interview for selected candidates.

The evaluation will focus in particular on the ability to provide objective diagnostics, prioritize risks, compare scenarios, and defend a realistic roadmap.
