Senior Business Analyst (functional) specialized in Time Management, Payroll, and Post-Payroll processes
Context:
The active workforce of STIB-MIVB is nearly 10,000 people, working at sites spread across the Brussels region. Providing public transport services, a significant part of the staff works in the Business Unit Tram, Bus, and Metro. STIB-MIVB has all the necessary internal administrative support for the smooth running of all its activities and takes all necessary steps to comply with the law.
In this context, STIB-MIVB wishes to prepare for compliance with the Belcotax 2.0 and eGov 3.0 LTDS declaration (Loondata‑Transfert / Salary Data Transfer) programs, which is a modernization initiative of the Belgian Social e-Government aiming to fundamentally transform data exchanges between employers, payroll partners, and social security institutions.
A new declarative model is being introduced, which is data-, event-, and register-oriented, intended to gradually replace historical mechanisms such as DMFA and DRS.
The eGov 3.0 program aims to modernize exchanges between institutions by improving the reliability and updating of social data. This enables the simplification of social rights allocation, reduces administrative procedures, and better adapts to the labor market.
However, this also impacts HR and payroll data management, particularly in terms of data management, corrections, and compliance checks. The process thus evolves from periodic and aggregated declarations to more frequent exchanges.
The technical impacts are significant and include, among others, the adaptation of data models, the implementation of new exchange interfaces, the strengthening of quality controls, and managing a transitional phase of coexistence between old and new data flows.
Mission objectives:
In this context, STIB-MIVB is seeking a business analyst consultant with proven expertise in Time, payroll, and post‑payroll in SAP S/4.
In this framework, the mission consists of:
Analysis & scoping
- Analyze the AS IS of Time, Payroll, and Post Payroll processes
- Identify functional impacts related to eGov 3.0 and Belcotax 2.0
- Translate regulatory requirements into concrete business impacts
Design & specification
- Lead workshops with stakeholders (HR, Payroll, IT, field, social secretariat)
- Formalize needs and functional specifications
- Ensure the consistency of SAP S/4HANA adaptations
Coordination & implementation
- Coordinate adaptations between business and IT teams
- Monitor developments in line with regulatory constraints
Testing & validation (structured role)
- Define the test strategy (functional, integration, UAT, data quality)
- Draft test scripts
- Supervise test execution and contribute to pre‑UAT
- Oversee and coordinate UAT phases
- Validate that solutions meet business and regulatory requirements
Change & compliance
- Support teams in understanding the impacts
- Ensure compliance with the requirements of social institutions
- Prepare for go-live
The deployment of eGov 3.0 is part of a multi-year trajectory, structured in successive phases of scoping, specification, system adaptation, testing, coexistence, and progressive migration to the new mechanisms.
Responsibilities:
The Senior Business Analyst HR will be responsible for:
- Analysis of existing processes (AS-IS)
Analyze the current processes for time management and post-payroll, both in the field (business operations) and in the SAP S/4HANA system.
Document the current functioning (AS-IS) and identify points of complexity or risk.
- Identification of impacts related to Belcotax and eGov 3.0
Analyze the functional impacts of the Belcotax eGov 3.0 – LTDS Declaration programs.
Assess the consequences for:
- Belcotax (post-payroll)
- DMFA (post-payroll)
- DRS (Déclarations des Risques Sociaux)
- Time and payroll management processes
Translate regulatory requirements into understandable business impacts.
- Facilitation of business workshops
Organize and facilitate workshops with stakeholders (payroll, Time, social secretariat, IT, field).
Gather and challenge business needs.
Facilitate alignment between different teams.
- Specification of functional requirements
Formalize functional requirements and necessary adaptations.
Write clear specifications for the teams involved.
Ensure consistency between business needs and proposed solutions.
- Coordination and management of adaptations
Ensure coordination between business and IT stakeholders.
Monitor progress of SAP S/4HANA-related adaptations.
Ensure priorities, deadlines, and regulatory constraints are respected.
- Organization and supervision of testing
Define the test strategy (functional, integration, UAT).
Execute pre-UAT.
Organize and oversee test phases with Payroll, Time, and social secretariat teams.
Validate that developments meet business and regulatory requirements.
- Change management and compliance support
Support teams in understanding the impacts and new practices.
Ensure that processes comply with the requirements of social security institutions.
Contribute to the preparation for go-live while respecting deadlines.
Depending on project progress and priorities, the mission could be extended to the implementation and testing of other legal changes.
