Senior Business Analyst (functional) specialized in Time Management, Payroll, and Post-Payroll processes

Context:

The active workforce of STIB-MIVB is nearly 10,000 people, working across sites located in the Brussels region. Providing transportation services to the population, a large part of the staff works in the Business Unit Tram, Bus, and Metro. STIB-MIVB has all the necessary internal administrative support for the smooth running of all its activities and implements everything required to comply with the law.

In this context, STIB-MIVB aims to prepare for compliance with the Belcotax 2.0 and eGov 3.0 LTDS declaration (Loondata‑Transfert / Salary Data Transfer) programs, which are modernization initiatives of the Belgian Social e-Government aimed at fundamentally transforming data exchanges between employers, payroll partners, and social security institutions.

A new declarative model is being introduced, oriented around data, events, and registers, intended to gradually replace historical mechanisms such as DMFA and DRS.

The eGov 3.0 program aims to modernize exchanges between institutions by improving the reliability and updating of social data. This makes it possible to simplify the granting of social rights, reduce administrative procedures, and better adapt to the labor market.

However, this also affects the management of HR and payroll data, particularly in terms of data management, corrections, and compliance controls. Thus, the shift is from periodic and aggregated declarations to more frequent exchanges.

The technical impacts are significant and notably include the adaptation of data models, the implementation of new exchange interfaces, the strengthening of quality controls, and the management of a transitional phase of coexistence between old and new flows.

Mission objectives:

In this context, STIB-MIVB wishes to engage a business analyst consultant with proven expertise in Time, payroll, and post-payroll in SAP S/4.

Within this framework, the mission consists of:

Analysis & Scoping

  • Analyze the AS IS of Time, Payroll, and Post Payroll processes
  • Identify functional impacts related to eGov 3.0 and Belcotax 2.0
  • Translate regulatory requirements into concrete business impacts

Design & Specification

  • Conduct workshops with stakeholders (HR, Payroll, IT, field, social secretariat)
  • Formalize needs and functional specifications
  • Ensure consistency of SAP S/4HANA adaptations

Coordination & Implementation

  • Coordinate adaptations between business and IT teams
  • Ensure follow-up of developments in relation to regulatory constraints

Testing & Validation (structured role)

  • Define the test strategy (functional, integration, UAT, data quality)
  • Write test scripts
  • Supervise the execution of tests and contribute to pre-UAT
  • Guide and coordinate UAT phases
  • Validate the compliance of solutions with business and regulatory requirements

Change & Compliance

  • Support teams in understanding the impacts
  • Ensure compliance with the requirements of social institutions
  • Prepare for go-live

The deployment of eGov 3.0 is part of a multi-year trajectory, structured in successive phases of scoping, specification, system adaptation, testing, coexistence, and gradual transition to the new mechanisms.

Responsibilities:

The Senior Business Analyst HR will be responsible for:

  1. Analysis of existing processes (AS-IS)

  2. Analyze the current processes for time management and post-payroll, both in the field (business operations) and in the SAP S/4HANA system

  3. Document the current operation (AS-IS) and identify points of complexity or risk

  4. Identification of impacts related to Belcotax and eGov 3.0

  5. Analyze the functional impacts of the Belcotax eGov 3.0 – LTDS Declaration programs

  6. Assess consequences on:
    • Belcotax (post-payroll)
    • DMFA (post-payroll)
    • DRS (Social Risk Declarations)
    • Time management and payroll processes
  7. Translate regulatory requirements into understandable business impacts

  8. Leading business workshops

  9. Organize and lead workshops with stakeholders (payroll, Time, social secretariat, IT, field)

  10. Collect and challenge business needs
  11. Facilitate alignment between different teams

  12. Specification of functional requirements

  13. Formalize functional requirements and necessary adaptations

  14. Write clear specifications for the teams involved
  15. Ensure consistency between business needs and proposed solutions

  16. Coordination and steering of adaptations

  17. Ensure coordination between business and IT stakeholders

  18. Monitor progress of adaptations related to SAP S/4HANA
  19. Ensure respect for priorities, deadlines, and regulatory constraints

  20. Organization and supervision of tests

  21. Define the test strategy (functional, integration, UAT)

  22. Execute pre-UAT
  23. Organize and supervise test phases with Payroll, Time, and social secretariat teams
  24. Validate that changes meet business and regulatory requirements

  25. Change management and compliance

  26. Support teams in understanding the impacts and new practices

  27. Ensure that processes comply with requirements from social security institutions
  28. Contribute to preparation for go-live while meeting deadlines
