The Directorate of Special Units of the Federal Police (DSU) is a highly specialized support unit that provides and/or implements specialist support, tactics and techniques for the local and federal police. The DSU focuses on serious organized crime and the activities of terrorist and extremist groups. DSU is a police service that can be deployed throughout Belgium and abroad if necessary.
The NTSU (National Technical & Tactical Support Unit) is part of the Special Units of the Federal Judicial Police. It is primarily responsible for preparing and carrying out discreet placements of equipment as part of special search methods and in crisis situations. Within the NTSU, the CTIF (Central Technical Interception Facility) is responsible for real-time interception and observation of telecommunications. CTIF has the necessary infrastructure to carry out its missions and is also developing its own solutions to make telecommunications interception more effective in the future.

Job description
We are looking for a skilled and motivated Senior Business Analyst to ensure the reliability, optimisation, and continuous improvement of critical business and telecommunication applications. As a Senior Business Analyst, you will support the implementation of new solutions, analyse operational needs, coordinate application lifecycle activities, and act as a key interface between business stakeholders, IT teams, and telecom experts.
You will contribute to both application management and business analysis, ensuring that technical solutions align with business expectations and telecom architecture requirements.
Responsibilities:
Coordination & Support
- Support the testing, deployment, and implementation of new solutions.
- Collaborate with team members to troubleshoot and resolve performance issues in supported applications and systems.
- Ensure the stability, efficiency, and reliability of critical business solutions.
- Create and maintain documentation (procedures, test plans, user guides, support materials).
- Ensure that the end user’s needs are properly addressed.
- Take ownership of assigned tasks, assess risks, and escalate when necessary.
Business Analysis & Requirements Management
- Analyse, challenge, and formalise business needs related to telecom and IT applications.
- Translate operational and technical requirements into clear and comprehensive functional specifications.
- Conduct impact analyses, feasibility studies, and risk assessments.
- Define and optimise existing processes (AS IS / TO BE).
- Work closely with Product Owners, network engineers, architects, and IT teams to ensure solution consistency.
- Participate in change management and user training activities.
- Monitor deliverable quality, ensure functional validation, and support testing phases.
Collaboration & Communication
- Work effectively within a multilingual, interdisciplinary team.
- Communicate complex information clearly to both technical and non-technical stakeholders.
- Contribute as a team player while being fully capable of working independently.
- Demonstrate initiative, problem-solving skills, and a proactive approach to learning.
Required experience:
- 3–7 years of experience in IT application management, business analysis, or a hybrid role.
- Experience in end-to-end coordination of IT application projects.
- Understanding of telecom technologies is a strong asset:
- Mobile networks (2G/3G/4G/5G)
- VoIP, SIP, IMS
- IP Data communication
Profile description
- Ability to translate business needs into functional and technical requirements.
- Experience with testing, validation, and application deployment.
- Knowledge of Agile methodologies (Scrum, Kanban) is an advantage.
- Familiarity with modelling tools (BPMN, UML) is a plus.
- Strong analytical mindset and critical thinking.
- Ability to manage multiple tasks or projects simultaneously.
- Pragmatic, solution oriented approach to technical and functional challenges.
- Curious, proactive, and eager to learn new technologies.
- Strong communication and documentation skills.
- Discrete, stress resistant, and reliable in sensitive environments.
- Ability to work with multilingual and interdisciplinary teams.
- Fluent in French or Dutch, with solid understanding of the other language.
- Good command of written and spoken technical English.
A ‘TOP SECRET’ level security clearance is required for this position, as referred to in the law of 11/12/1998 on classification, security clearances, attestations and notices.
Location: Caserne de Witte de Haelen (Etterbeek)
