Senior Business Analyst

Do you want to play a key role in improving business processes through clear and targeted solutions? Then the position of Business Analyst at OVAM is for you!

As a Business Analyst at OVAM, you are the essential link between the business and the IT department. You support and guide the business in formulating their wishes and needs, so these can be properly translated into solutions. You help teams and stakeholders identify their requirements and ensure that these are clear and complete, so all parties involved work towards the same goal.

You map out the needs, operations, and bottlenecks of the business through needs analysis, information analysis, and process analysis.

You apply best practices, the right methodologies and modeling languages, but above all a pragmatic approach so you quickly achieve usable results. You are flexible and form a proactive team with the program manager, the project coordinator, functional analysts, and other team members by sharing insights. You maintain close contact with all involved stakeholders and end users and support the client in an objective and expert manner.

As a business analyst, you carry out various types of analysis assignments within different projects, depending on the information and deliverables already available.

The parliamentary research committee PFAS-PFOS included a number of recommendations in its conclusions, for which an overarching structure was established within the Flemish Government to address these recommendations.

Within the OVAM organization, the recommendations were linked to the internal ambition to have prepared the outlines of a future soil policy by the end of the legislative term.

The future soil policy takes into account the following key principles:

• In addition to the current source approach, also a broader soil (contamination) policy for all soils
• A transparent and open soil policy
• Close cooperation between OVAM and crucial partners (according to the EIKE principle: Efficiency, Integrity, Quality, and Effectiveness)

To achieve this, the Soil Management department, together with Digitaal Vlaanderen, developed a vision to move from a primarily curative approach to an approach focused on integrated soil care. To realize this vision, it was further translated into strategic objectives, which were formulated as SMART at the level of key results.

With the help of various working groups, a GAP analysis was carried out by Digitaal Vlaanderen, looking at which capabilities are needed and how these are already “fit for purpose” to achieve the objectives. This GAP analysis was conducted based on five axes: people & organization, processes, data, systems & regulations. Based on this GAP analysis, a number of priority themes were identified and validated by the steering group.

The intention is now to further guide the Soil department in the realization of these objectives.

• Demonstrable experience with development and optimization of business processes (BPM)
• Language requirement: Dutch at European CEFR - level C2

• Demonstrable knowledge and experience of the different Project Management facets (costs, timing, coordination, planning, estimations)
