The FPS Finance is the federal public service responsible for the correct and fair establishment and collection of taxes, duties, and levies in Belgium, as well as for the management of the information and services related to these for citizens, businesses, and professionals. As one of the largest federal administrations, we develop modern and reliable digital solutions that support our employees and improve public service.
In this context, we are fully rebuilding a large multilingual legal and regulatory knowledge base, based on a governed data architecture. The platform is aimed both at internal employees and a broad external audience of professionals (including accountants, tax specialists, and legal experts). The development is carried out in phases, with data governance at the core of the architecture and clear decision milestones.
We are currently looking for a Senior Business / Functional Analyst
Your role
As an experienced and motivated Business / Functional Analyst, you are part of a small senior start-up team, laying the foundations of the platform before the development ramps up. You are the translator between the business and IT: you gather requirements, model information, and write the specifications that drive an AI-assisted development, with a systematic human review. This is a phased trajectory with clear decision milestones.
Main responsibilities
- Facilitate workshops with content managers, business experts, and key users (internal and external).
- Map current processes: writing, translation, validation, publication, and unpublishing.
- Establish a functional inventory of the existing application: search, taxonomy, subscriptions, user profiles.
- Gather and prioritize requirements (MoSCoW) and create, manage, and refine the product backlog.
- Define personas and user journeys (internal employee, external professional, citizen, API partner, AI tools).
- Specify the document classification model (public, internal, restricted, embargo) and formalize publication rules with the business.
- Write intent specifications that drive an AI-assisted development pipeline, with clear acceptance criteria.
- Functionally validate increments and coordinate user acceptance testing (UAT).
- Bridge the gap between the business and IT, and dive into the data yourself (SQL) to substantiate assumptions.
Your profile
- Extensive experience as a Business / Functional Analyst in complex IT and data environments.
- Strong in requirements engineering and writing specifications with acceptance criteria (e.g. Volère / Robertson, use cases, Gherkin).
- Comfortable with Agile methods: epics, user stories, story maps, backlog management.
- Proficient in process and information modeling: BPMN, UML, conceptual/information models.
- Data-oriented: good knowledge of SQL and affinity with data analysis and visualization (Power BI, Python).
- Experience in data modeling and/or data governance is a major asset.
- Knowledge of API programs and integration patterns (event-driven, pub/sub) is a plus.
- Familiarity with enterprise architecture notations (Archimate, TOGAF) is a plus.
- Languages: Dutch (native or equivalent), good knowledge of French and English.
- Motivated, proactive, and results-oriented, with an eye for both the big picture and data details.
