1. Presentation of ETNIC

ETNIC (Entreprise pour les Technologies de l’Information et de la Communication) is the IT operator of the Fédération Wallonie-Bruxelles. As a public interest organization, ETNIC's mission is to design, develop, maintain, and evolve information systems and technological infrastructures serving the administrations and institutions of the FWB.

As a central player in the digital transformation of the Belgian French-speaking public sector, ETNIC operates in various fields such as:

• Management of IT infrastructures (networks, security, data centers, cloud),
• Development of custom business applications,
• Support for digital projects (functional analysis, UX/UI, project management),
• Cybersecurity and data protection,
• User support and training.

With a constant focus on innovation, performance, and public service, ETNIC regularly collaborates with external partners to strengthen its teams through IT consultancy assignments. These collaborations take place within an ethical, professional framework, focused on quality and the tangible impact of delivered solutions.

2. Mission

Within the Testing Competence Center and under the responsibility of the QA Manager, you will work on two main areas:

1. Performance Testing

As part of the refactoring of the SIPAR application, you will be responsible for designing, implementing, and executing performance testing campaigns required to validate non-functional requirements before production deployment, and you will:

• Define the testing strategy according to business and technical requirements.
• Design and maintain load testing scripts using Apache JMeter and the existing internal framework.
• Execute test campaigns (load, stress, endurance, scalability).
• Monitor performance indicators and the monitoring of various technical layers.
• Analyze results, identify bottlenecks, and make improvement recommendations.
• Produce analysis and summary reports for project and architecture teams.

2. Support and Continuous Improvement

You will also contribute to raising the maturity of performance testing practices within ETNIC, where you will be expected to:

• Audit existing processes, tools, and frameworks.
• Identify areas for improvement and propose suitable solutions.
• Support teams in adopting best practices related to performance testing.
• Integrate and structure testing activities in the XQual test management tool.
• Study and lead the evolution of automation processes towards GitLab CI.

3. Duration and Conditions of the Assignment

The assignment is estimated at 4 FTE months (Full-Time Equivalent).

The workload may vary during the assignment depending on project needs. However, availability close to full-time is strictly required during the last three weeks of July, a period considered critical for the project.

For the remainder of the assignment, the intervention schedule can be adjusted by mutual agreement. We kindly ask you to specify your availability (number of days per week and period of availability) in your application. Applications that do not include this information may not be considered.

On-site presence is required at the start of the assignment to facilitate integration, understanding of the context, and exchanges with the teams. Remote work or on-site attendance arrangements for the rest of the assignment can be defined according to operational needs and will be subject to agreement between the parties.
