ETNIC (Entreprise pour les Technologies de l’Information et de la Communication) is the IT operator of the Fédération Wallonie-Bruxelles. As a public interest organization, ETNIC’s mission is to design, develop, maintain, and evolve information systems and technological infrastructures serving the administrations and institutions of the FWB.

2. Mission
1. Context of the mission:
To strengthen our operational capacity, we are looking for a Senior Enterprise Architect capable of bridging the gap between strategic vision and operational reality. This need arises from our desire to activate the functional capacities of our beneficiaries by translating their business ambitions into a concrete, costed, and actionable architecture roadmap.
The consultant will join the Enterprise Architecture Center of Excellence (ccAE) and work in tandem with the existing team. Unlike a purely conceptual role, this mission requires the ability to dive into the complexity of models (using Sparx/LABNAF) to ensure that the strategy is technically realistic and aligned with ETNIC standards.
2. Challenges and Objectives
The central objective is to provide the Strategic Committee (CODIR/COSTRA) with a validated roadmap that will then allow solution architects and project teams to start their work on a solid foundation.
The consultant will need to:
- Structure the vision: Capture strategic needs through Strategic Business Cases and clear vision diagrams provided to them.
- Ensure feasibility (Be the bridge between strategy definition and execution): Use their technical background to ensure that the proposed architecture targets are viable, interoperable, and sustainable within the existing application landscape.
- Analyze and model the transformation: Produce the necessary architecture artifacts for shared understanding, while adhering to ETNIC’s strict methodological framework.
3. Activities
The consultant will be responsible for the following aspects, with a holistic approach:
Steering the Architecture Roadmap:
- Analyze capacity strategy to support business objectives and feed it back into the strategic architecture planning.
- Define realistic, costed transition scenarios (As-Is to To-Be) and defend trade-offs to stakeholders.
Modeling & Methodological Framework:
- Maintain the architecture repository in the LABNAF / Sparx Enterprise Architect tool.
- Rigorously apply the LABNAF metamodel (a fusion of 16+ metamodels, see https://labnaf.one for more information) to describe architectures. A verification of the maturity of LABNAF practices will be conducted at the indicated company. Of course, we guarantee your anonymity.
- Ensure the consistency of models to facilitate their reuse by analyst and IT teams.
Governance & Alignment:
- Define and enforce architecture guidelines, norms, and standards within transformation programs.
- Ensure that the implementation of change is anchored in the organizational reality of public beneficiaries.
