1. Presentation of ETNIC

ETNIC (Entreprise pour les Technologies de l’Information et de la Communication) is the IT operator for the Fédération Wallonie-Bruxelles. As a public interest organization, ETNIC’s mission is to design, develop, maintain, and evolve the information systems and technological infrastructures serving the administrations and institutions of the FWB.

A key player in the digital transformation of the Belgian French-speaking public sector, ETNIC operates in various fields such as:

• Management of IT infrastructures (networks, security, data centers, cloud),
• Development of custom business applications,
• Support for digital projects (functional analysis, UX/UI, project management),
• Cybersecurity and data protection,
• User support and training.

With constant focus on innovation, performance, and public service, ETNIC regularly collaborates with external partners to strengthen its teams through IT consultancy missions. 2. Mission

1. Mission Context

ETNIC must define the overall strategy for the Information Systems under its responsibility to respond to the organizational and legal evolutions of its beneficiaries. Due to a lack of internal availability, we are seeking a senior Enterprise Architect (EA) to fill this strategic need. The consultant will directly support the head of the competence center (ccAE) to activate the functional capabilities of the beneficiaries and of ETNIC, and to enable the delivery of an architecture roadmap, ready for execution, to the strategic committee.

2. Main Responsibilities

The consultant’s mission will be to lead the program for evolving information system (IS) architectures using a holistic approach. Key tasks include:

Strategy & Roadmap: Lead the creation of a capability strategy (business and systems) and develop business justifications for high-level initiatives.

Governance: Define guidelines, standards, and practices to ensure compliance between enterprise strategy and technological direction.

Modeling: Produce architecture deliverables (vision diagrams, business architecture, operational and technological coherence through value propositions) using the LABNAF framework. A check of LABNAF practice maturity will be performed with the indicated company. We obviously guarantee your anonymity.

Alignment: Ensure that the strategic implementation of change is anchored in organizational management.

3. Activities

1. Strategic Steering & Roadmap

• Lead the creation and review of the business capability strategy (in the sense of "business capabilities") to support the strategic needs of ETNIC and its beneficiaries.
• Develop and potentially present Strategic Business Cases to validate initiatives, funding, and priorities to COSTRA.
• Identify the benefits of different alternative or transversal strategies and capture emerging trends within ETNIC and its beneficiaries.

2. Enterprise Architecture & Modeling (LABNAF Framework)

• Produce specific architecture deliverables using the LABNAF methodological framework (merging 16+ metamodels, see https://labnaf.one for more information).
• Create vision definition diagrams (beneficiary vision and execution mode).
• Design business architecture diagrams (business strategy, business structuring, value proposition, etc.).
• Develop operational architecture diagrams (functional breakdown and information flows).
• Expertly use Sparx Enterprise Architect software for all modeling activities.

3. Governance & Alignment

• Define strategies, guidelines, standards, and practices to ensure compliance between enterprise strategies and projects (called "priority" projects).
• Ensure that the strategic application of change is properly anchored in organizational management.
• Coordinate the different architecture layers to guarantee a holistic approach.
