As part of the program to take over part of the application landscape of the Ministry of Defense, we are looking for consultants to strengthen the internal teams.

The Defense program initially consists of the overall takeover of the operational management of about thirty business applications. These applications are quite varied from both a business and technological perspective.

The takeover activities can be divided as follows:

• Hand Over/Take Over (documentation, application maintenance, development of new functionalities, …)
• Reengineering and/or complete rewriting of applications to align them with current development standards

Languages:

• French or Dutch: expert level
• English: expert level

Essential Functional Skills

Business Needs Analysis
Ability to gather, understand, and challenge the needs of users and stakeholders.

Writing Functional Deliverables
Clear and rigorous production of functional documents: user stories, use cases, detailed functional specifications, business processes (BPMN, UML…).

Process Modeling
Mastery of UML, BPMN, Use Cases, Activity Diagrams, ERD…

Functional Testing and Validation
Definition of test cases, validation of developments, participation in acceptance phases (UAT).

Product Backlog Management
Prioritization of needs with the Product Owner, backlog maintenance, scope management with the project manager.

• Mastery of FR or NL, and good knowledge of English.

Associated Technical Skills (even if not a developer)

Reading and Understanding Code / SQL
Ability to perform functional troubleshooting via simple SQL queries, logs, etc.

Knowledge of Application Architectures
Understanding of front-end, back-end, API layers, databases and their interaction.

Mastery of Collaborative Tools
Confluence, JIRA, …

Soft Skills

Ability to Communicate with Various Stakeholders
IT, business, end users, management.

Critical Thinking and Ability to Challenge Requests
Not just a scribe, but able to ask the right questions.

Supervision or coaching of more junior profiles, active participation in product decisions.

Constant focus on ergonomics, user experience, business value.

Expected Experience

• Minimum of 10 years’ experience on significant projects (ideally in regulated, complex, or critical contexts).
• Experience in an Agile / Scrum environment (Scrum, SAFe, or Kanban).
• Participation in redesign / migration / reengineering projects is a plus.

Bonus / Additional Assets

• Knowledge of prototyping tools (Balsamiq, Figma, Axure…)
• Familiarity with ITIL, TOGAF, or PRINCE2 standards

Contract and Work Environment

• The contract will be confirmed until 31/12/2025 and then renewable by 3 or 6 months.
• Possibility of teleworking (7h48 / day) with a maximum on-site presence requirement of 2 days per week.
