The ICT department of the province of West Flanders supports all internal services by providing reliable systems, efficient digital tools, and rapid technical support. This allows colleagues to focus on their core tasks, while ICT ensures a secure, stable, and future-oriented digital environment.

By digitizing processes, facilitating collaboration, and enabling technological innovation, the ICT department directly contributes to achieving organizational objectives. It is not just a support service, but a strategic partner that helps move the entire organization forward.

For example, the Zwin Nature Park, located in Knokke-Heist, uses a software application for daily management that supports ticket sales, room rental, visit reservations, and the hiring of guides.

ROLE

The ticketing software (Recreatex) is due for renewal, and therefore the Zwin Nature Park wants to temporarily hire a senior functional analyst to help convert the process analysis created by the people of Zwin Nature Park into:

• Higher education (Master or Bachelor) with a technical/engineering background or business economics or equivalent through experience;
• Demonstrable experience in technical environments relevant to the projects;
• Communication and customer-oriented;
• Team-oriented;
• Minimum 5 years of experience with similar large business-critical applications;
• Knowledge and experience of data and process modeling techniques and tools;
• Knowledge of project and development methodologies;
• Good knowledge of requirement analysis & design concepts;
• Detecting, analyzing, and defining needs (requirements);
• Identifying and developing opportunities for process re-engineering;
• Categorizing requirements according to the MoSCoW method or similar;
• Translating requirements into application specifications to be included in the specifications;
• Supporting the drafting of the technical provisions of the specifications;
• Supporting the drafting of an SLA that covers the needs and requirements of Zwin Nature Park.

The application is considered business-critical by Zwin Nature Park, hence the choice for a senior functional analyst.

PROFILE

The process analysis includes the following subprocesses in which support is requested from the senior functional analyst:

• Webshop
• Customer database and subscriptions
• Cash register management at reception
• Management of shop items (on site), inventory and sales reporting
• Guide scheduling and task management
• Automatic and manual email communication
• Creation, configuration, and management of all items (tickets, guides, shop items, rental, etc.)
• Financial processing of all payment flows and integration with the existing accounting package (Mercurius)
• Room rental
• Setup, reservation, organization, and follow-up of events and activities
• Reporting
• Reservation, follow-up, and execution of rental of materials to visitors
• Parking management linked to ticket sales via license plate recognition
• Planning and organization
• Importing, validating, and making data available for further processing
• Support

These subprocesses have been extensively described by the people of Zwin Nature Park and will be made available to the senior functional analyst after assignment of the contract. The necessary clarification will be provided by the staff of Zwin Nature Park.

Technical questions regarding the ICT architecture will be answered by the ICT department.

Zwin Nature Park estimates this assignment at 30 working days of 8 hours/day (= 240 working hours). However, invoicing will be based on the actual number of hours worked and may be higher or lower than the estimated quantities.
