Senior Functional Analyst Expansion PRH

Description of the context

The Directorate-General for Persons with Disabilities (DG HAN) is a directorate within the Federal Public Service for Social Security and contributes to an inclusive society. Their goal is to increase the autonomy of persons with disabilities by assessing and compensating the impact of a disability on daily life through services. They support persons with disabilities by granting benefits and other rights, such as financial support, parking cards, and certificates for applying for advantages from other services. They are also committed to making these rights accessible to persons with disabilities and to granting them in a fair manner, so that everyone has the best possible experience in exercising them. Currently, approximately 600,000 people are recognized as having a disability, of whom 240,000 receive an income replacement benefit and/or an integration benefit each month. 514,000 parking cards are in circulation. In 2024, 160,722 disability evaluations were performed.

In 2019, the Council of Ministers decided that the DG HAN could replace the existing back-office application (TETRA) with a new, modern application (TRIA). The transition to a new application is crucial because TETRA is outdated and uses technologies that are no longer supported. At the same time, DG HAN must continue to fulfill its mission to citizens.

The TRIA program is extensive and therefore consists of several sub-projects. The largest sub-projects are Product and Revision Handling and Handi2Pay, and citizen access through the web portal myHandicap.

This request concerns the Product and Revision Handling team. For this team we are looking for 2 profiles:

  • A senior functional analyst
  • A senior full-stack developer

This request specifically concerns the position of senior functional analyst.

The assignment takes place in an Agile context within a scrum team of about twenty people (functional analysts, architects, developers, UX designers).

Description of the assignment

Product and Revision Handling (PRH) is part of TRIA and is responsible for all processes regarding the products and rights to which a person with a disability may be entitled.

The intention within this assignment is for the PRH backlog to be translated into a concrete sprint planning. In consultation with the business (Product Owners and business experts), priorities are determined so that the desired functionalities can be developed according to the Agile methodology.

For this, we are looking for two additional profiles, with the necessary knowledge and experience, who will join the existing team. The ability to quickly familiarize oneself and integrate into the team's working methods is expected.

Given the complexity and urgency of the program, its interconnectedness with internal and external modules, and the specific subject matter, we are looking for candidates with demonstrable experience with the context of social security systems, or at least other equivalent public institutions.

Collaboration

We expect the supplier to use a structured and transparent approach in carrying out the assignment. It is essential for us that the assignment is performed in a planned and manageable manner, with explicit focus on achieving concrete results within the expected time limits.

The supplier is asked to work according to an end-to-end approach, delivering working functionalities in every sprint (2 weeks). Through short feedback loops, the end product must be continuously aligned with the wishes and needs of the business and of the other teams responsible for business logic (e.g., Handi2Pay or Portal). This enables us to flexibly adjust priorities based on progressive insights or changing circumstances.

Throughout the entire process, close and transparent collaboration between the client and the supplier is crucial. This involvement enables us to respond quickly to changes and ensures maximum agility in the project process.

Formal milestones and changes in the project—such as scope adjustments, phase completions, architectural changes, or production releases—may take place after prior consultation with relevant stakeholders.

Transparency and open communication are prerequisites for us for successful execution. Timely and honest dialogue makes it possible to identify bottlenecks early and tackle them effectively.

In this project, we aim for a careful balance between scope, budget, and lead time. Changes in one of these elements can impact the other two. It is therefore important to think in terms of a Minimum Viable Product (MVP), where the core functionality is realized within the available means and space remains for later expansion.

The working regime applied within this assignment:

  • Full-time (8h/d) commitment for 160 working days (until end of 2026)
  • Minimum 2 days per week presence at the office (FINTO Tower BXL), unless otherwise agreed during the assignment (Tue and Thu)
  • Possibility of telework for the other days
  • At release moments (3x in 2026) it may be requested to remain on stand-by

Profile description

Tasks, roles, responsibilities

  • Plays a crucial role in understanding the processes, legislation, and operational challenges within this domain.
  • Bridges the gap between business and the development team by translating strategic goals into functional ones within the domain of the Product and Revision team.
  • Acts as the link with the other development teams of Handi2Pay and the Migration team to align their expectations and planning.
  • Works closely with the PO and the Business Coaches in the PRH team to translate, understand, and develop proposals for business needs that the development team can implement.
  • Develops the high-level analysis into functional stories.
  • Analyzes technical documents, specifications, and system information and understands the underlying processes and details.
  • Collaborates with developers and testers to ensure that the solution is correctly implemented.
  • Scope management: creates the backlog in collaboration with the scrummaster/project lead and monitors priorities and sprint planning with a focus on delivering solutions based on technical documentation and data.
  • Writes (functional technical) documentation.
  • Performs technical and functional tests, with particular attention to the correct processing of technical information and integration with other systems.
  • Tests and validates solutions and systems together with stakeholders, ensuring correct functional operation and business alignment.

Required technical knowledge (mandatory):

  • Bachelor’s or Master’s degree or equivalent through experience.
  • At least 10 years of experience as a functional analyst or in related roles such as business analyst or product manager (combination of all).
  • Experience with projects involving government and with the social security ecosystem: 5 years.
  • Good knowledge of requirement analysis and modeling tooling: 5 years.
  • Knowledge and proven use of BPMN/CMMN/DMN: 3 years.
  • Knowledge and proven use of Confluence and Jira: 5 years.
  • Knowledge and proven use of Postman: 2 years.
  • Knowledge and proven use of Domain Driven Design (DDD): 5 years.

Assets

  • Experience with (scaled) Agile/Scrum methodology and working in a scrum team on the one hand, and coordinating planning and inputs with other scrum teams on the other.
  • Experience with the context of social security systems and the aforementioned components regarding the management and exchange of physical correspondence.
  • Experience with mapping out processes, needs, and objectives of organizations. You have a strong ability to translate needs into effective solutions and to actively involve stakeholders.
  • You have knowledge of using Github Copilot or MS Copilot.
  • At least 2 years of experience on a complex project (>3M €).
  • Knowledge of eGovernment, Java/JEE/Spring and REST.
