Hiring a Senior Oracle spatial developer (SR) for the Department of Agriculture and Fisheries in the context of the GBCS and PAS projects.
Context/Requirements
It is for the benefit of the IT Development service within the Department of Digitalization and Organization that the Department of Agriculture and Fisheries wishes to hire a senior Oracle spatial developer for the GIS team.
The GIS team is responsible for analyzing, implementing, and maintaining applications that support the measures and processes of various departments in a user-friendly manner. These include applications for the departments of Income Support and the department of Policy and Coordination, such as GISMap (Graphical base component), ASA (Urban Planning Application Advice), LIS (Agricultural Impact Study), Soil Passport, and Kamera (quality control of agricultural plots).
The senior Oracle spatial developer is part of the GIS team within the IT development service and works on the development and maintenance of internal and external web applications, most of which also contain a GIS component.
The GIS (= Geographic Information System) applications within the Department of Agriculture and Fisheries play a crucial role and must also be adapted in the context of PAS (Programmatic Nitrogen Approach).
The importance of the LPIS (Land Parcel Identification System) within the GBCS (= Integrated Management and Control System) increases each year and with every CAP (= Common Agricultural Policy) reform.
The Oracle spatial developer reports to the project leader. The role consists of:
- maintaining and developing Oracle PL/SQL packages with intensive use of Oracle Spatial
- translating functional specifications into technical designs
- maximizing the quality and robustness of the applications
- working/communicating in an open and transparent manner
- sharing expertise regarding Oracle knowledge within the team
The proposed candidate must meet at least the following competencies, listed in order of importance.
This must be evident from the candidate’s CV. Candidates who do not meet these minimum requirements will not be considered further in the selection procedure.
- Minimum 10 years of full-time demonstrable professional experience in Oracle SQL and PL/SQL
- Minimum 5 years of full-time demonstrable professional experience with Oracle spatial
- Good demonstrable knowledge of SQL tuning
- Good demonstrable knowledge of GIS systems
- Good demonstrable knowledge of the Python programming language
- Demonstrable knowledge of GIS programs (QGIS and/or ArcGIS)
- Demonstrable knowledge of GIT source control
- Demonstrable knowledge of Scrum methodology
- Demonstrable knowledge in the use of the GDAL library
